All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier s check, or surety bond in an amount equal to five percent (5%) of the total amount of such bid proposal. The City of University Place expressly reserves the right to reject any or all bids and to waive minor irregularities or informalities and to further make award of the Project to the lowest responsive, responsible bidder as it best serves the interest of the City.
