Site work and paving for a mixed-use development in Estero, Florida. Completed plans call for site work for a educational facility; for paving for a educational facility; residential development; residential development; and water / sewer project.

The Village of Estero (Village) is issuing this Request for Proposals (RFP) inasmuch as it is inviting proposals from qualified Construction Management at Risk vendors with experience in development and construction of infrastructure to support eventual construction of two to three entertainment venues. Florida Statutes 255.103 authorizes a governmental entity to select a construction management entity, pursuant to the process provided by Florida Statutes 287.055, which is to be responsible for construction project scheduling and coordination in both preconstruction and construction phases and generally responsible for the successful, timely, and economical completion of the construction project. The Village owns an approximately 20.8-acre parcel located at 9000 Williams Road, Estero (described in the attached survey) (the Property) with the intent of improving the Property to provide recreational opportunities for Village residents. The Property, which currently houses a golf driving range, a stormwater pond, wooded property, is contiguous to public properties owned by Lee County and the Lee School District, both of which have current recreational uses or designations. The Village envisioned the creation of enhanced recreational activities for residents. The Village is completing negotiations with private providers of entertainment options and as part of those negotiations, the Village will be transferring ownership of certain parcels within the Property to the private providers, in a pad-ready state for those providers to perform vertical construction of their respective venues. In addition to making the parcels pad-ready, the Village will need overall site preparation and subsequent construction of the common area infrastructure, including utilities, drainage, parking, and landscaping/irrigation facilities. The project will require having building pads ready as part of a phase 1 construction so vertical construction can begin while the remaining site/civil construction is ongoing. The Village seeks to retain a construction management firm to build the site/civil portions of the Village Center Hub project on the Property. A preliminary project site plan is below and attached to this RFP: Location and population: The Village of Estero is located in Lee County, Florida. The Village's population is approximately 38,000 residents. The Village consists of approximately 25 square miles. Form of Government: The Village is a Florida municipal corporation governed by a seven member Village Council and operates under the established Village Charter. The Village's operations are managed by a Village Manager. Designated Procurement Contact: Prospective Proposers are to communicate with the Village as to this RFP only through the Village's Designated Procurement Contact (DPC): Kevin Greenville, Finance Director 9401 Corkscrew Palms Circle Estero, FL 33928 greenville@estero-fl.gov Office: (239) 221-5035 No Lobbying: The Village requires that after the issuance of this solicitation, or during renegotiation of an existing contract, no actual or prospective Proposers or their agents, representatives or persons acting at the request of such actual or prospective Proposers shall contact, communicate with, or discuss any matter relating to the solicitation or the renegotiation with any Village officers, agents or employees other than the DPC, unless otherwise provided for in the solicitation or otherwise directed by the DPC. This prohibition includes copying such persons on written communications with the DPC, but does not apply to presentations made to evaluation committees or at a Village Council meeting where the Council is considering approval of a proposed contract, and ends upon execution of the final contract or when the solicitation has been canceled or the renegotiation efforts are terminated. Renegotiation will be deemed to have commenced upon vote of the Council directing renegotiation or written notice from the DPC to the existing contractor instituting a renegotiation process. Failure to adhere to this anti-lobbying rule will result in the offender being disqualified from further consideration, and its Proposal unopened. At the pre-Proposal meeting, the Village will attempt to answer all questions received. However, no additions, deletions or modifications to the requirements stated herein will be binding on the Village unless and until a written addendum to the RFP is issued by the Village. Deadline for Submission of Questions: Thursday, October 19, 2023, at 3:00 pm . All inquiries, suggestions or requests pertaining to this RFP must be submitted to the DPC or submitted through online. Village's Final Posting of any Addenda Wednesday, October 25, 2023, by 1:00 pm Proposals are due no later than the time and date specified in the RFP. Any Proposals received after that time and date will not be opened. No proposal may be modified after submission to the Village. Proposals by paper submission, electronic mail, telephone or transmitted by facsimile (FAX) machine will not be accepted. The Village reserves the right to reject any and all Proposals if it is deemed to be in the best interest of the Village.
