City of Forrest City, Arkansas Request for Proposals AMI/AMR Water Meter/control System Improvement Program Sealed bids (herein, the terms "bid(s)" and "proposal(s)" are used interchangeably and are considered to have the same meaning and components) for the AMI/AMR (Advanced Metering Infrastructure/Automatic Meter Reading) Water Meter/Control System Improvement (AMI/AMR System) Program for the City of Forrest City, Arkansas (the City or City, with "the City" constituting both it, its selected agents, and any other parties or providers of its choosing). The City plans to improve its existing system of approximately 5,000 old and rebuilt meters, its controls, and other supporting infrastructure. The current system's accuracy and reliability no longer fall within acceptable industry standard ranges, qualifying the City for ARPA grant funds via a USDA/NRCS program, to replace its water meters, control system, and other system elements/infrastructure, with an AMI/AMR System, which, upon successful installation, will aid the City in making informed operating/maintenance decisions, by curbing water wastage, and providing other automation, communication/alert, monitoring, reliability, savings, etc. benefits for customers and the City. Subject meter, radio, reading equipment and software specifications are to be designed to establish minimum guidelines for selecting an/this extremely critical metering system. Areas of concern to be evaluated in the selection process include, but are not limited to ease of installation, operational features and benefits, readability, future system maintenance expense, and future system expandability. A design, which reflects longevity of proper operation in all elements and high degree of sustained accuracy within the entire range of the meter assembly, is mandatory.
