Renovation of a detention facility in Pendleton, Oregon. Completed plans call for the renovation of a detention facility.

The housing units of EOCI originally had a terracotta tile roof which was replaced with terracotta style metal panels years ago. The existing metal panels have reached the end of their life span and are in need of complete removal and replacement. The original wood decking is made up of 1 inch by 6-inch sheathing boards running parallel to the trusses at 24 inch spacing. There may be some dry rot which will need to be replaced followed by installing 1/2 inch plywood over the entire deck. Existing commercial grade gutters are rusting out and leaking at the joints, these will all need replaced with matching new pre-painted 24-gauge commercial gutters. Successful bidder shall provide all; Materials, equipment, and labor, to remove existing roof system materials and haul away all debris, replace necessary boards, install new 1/2 inch plywood decking, and install complete metal authentic Spanish Tile shaped tiles systems including underlayment, necessary flashings, all accessories to properly seal any penetrations. Remove and haul away existing gutters and replace with new matching gutters. The Oregon Department of Corrections seeks bidders for the EOCI Roof Replacement project. The Work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction Work in connection with the project described in the Contract Documents. Brand Approval/Request for Substitution/Request for Clarification/Request Change/Protest ITB Number S-29100-00008194 10/25/2023 @ 02:00:00 PM (PST) Unless this specific deadline is extended by subsequent Addenda, no requests for brand approval, requests for substitution, requests for clarification, requests for change or protests pertaining to provisions contained in the originally-issued ITB will be considered after the date specified herein. Moreover, failure to fully complete the Project by the date of Final Completion, as specified in the Contract, will also result in damage to the State of Oregon Since actual damage will be difficult to determine, it is agreed that the Contractor shall pay to the State of Oregon, not as a penalty but as liquidated damages, $450.00 per calendar day elapsed in excess of the Substantial Completion date stated in Section 3 of this Agreement. Project Start Date: 12/1/2023 Substantial Completion: 11/30/2024 Final Completion: 12/31/2024 The following range is a project estimate for bonding purposes: 1,100,000-2,200,000 Each Bid shall be accompanied by a certified or cashiers check, irrevocable letter of credit (issued by an insured institution as defined in ORS 706.008, or Original Bid Bond payable to the Department of Corrections (DOC) in an amount equal to ten percent (10%) of the total amount of the Bid. If Bidder wants to submit a certified or cashiers check, irrevocable letter of credit in lieu of all or a portion of the required performance bod, the Bidder shall contact the Single Point of Contract for instructions. Bid Security shall be furnished to the Department of Corrections as security against the failure of the undersigned to comply with all requirements within the time frames established subsequent to notification of award. If the undersigned fails to (1) execute the Contract, (2) furnish a Performance Bond and a Payment Bond, or (3) furnish certificates of insurance within 10 calendar days of the written notification of intent to award a Contract, then the DOC may cash the check, draw under the letter of credit or otherwise collect under the Bid Security. The successful Bidder shall be required to furnish electronic copies of the original Performance Bond and a Payment Bond each in the total amount (100%) of the awarded Contract, executed in favor of the State of Oregon, to ensure faithful performance of the Contract and payment for services and goods. DOC may reject all Bids for good cause upon its finding that it is in the public interest to do so. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
