The Council of the City of Sharonville ("Council") is requesting Statements of Qualifications from engineering firms or individuals for engineering services associated with the position of City Engineer. The successful party(s) must be able to demonstrate their expertise and experience serving in the position of City Engineer within a local governmental entity. The City of Sharonville ("City") will select the best-qualified engineering firm from the Statements of Qualifications received. The City may also select a second firm to serve in a back-up capacity at its discretion. While the winning selected firm(s) will be under contract for general services with the city, the contract(s) is/are not exclusive. The City reserves the right to select engineering services outside of the selected City Engineer on a project by project basis. A senior professional engineer will be appointed by Council to serve in the capacity of City Engineer. It shall be the responsibility of this appointee to provide the majority of the engineering services required by the City as specified within this Request for Qualifications. The successful firm or firms also will be responsible for providing a second engineer as a back-up to the City Engineer. The anticipated duties of the individual who is appointed City Engineer will include, but not be limited to, the following general services: 1) Attendance at Council meetings and any special Council meetings when deemed necessary by City Administration. 2) Overall supervision of engineering services provided to the City as determined by City Administration; 3) Coordination of all engineering needs for City Administration; 4) Familiarity with locating and making sound recommendations to acquire available funding opportunities for a variety of capital improvement programs and projects. Ability to prepare applications to secure said funding; 5) On-call availability to City Administration to provide immediate engineering opinions and advice; 6) Prompt response and sensitivity to citizens' inquiries, as referred by the City Administration; 7) Provision of any and all other engineering opinions and advice, as requested or referred by the City Administration; 8) Preparation of legal descriptions in instances of land acquisitions and other transactions related to property; 9) Attendance at Planning Commission meetings and any special Planning Commission meetings when deemed necessary by Planning Commission or City Administration; 10) Provision of engineering review responsibilities (Overall site plan, site utilities, site grading, site circulation, traffic circulation, right-of-way issues, stormwater management issues, SWPPP, etc.) related to the Planning Commission's applications and activities; 11) Plan review, approval, and inspections related to City of Sharonville Compliance with NPDES Phase II Storm Water Permit issued by Ohio EPA for Earthwork, Construction and Post-Construction requirements for Sharonville as co-permitee of the Hamilton County Storm Water District. 12) Provision of engineering-related support and services to the Building Department (review deeds and plats for property lot splits, review and inspect possible drainage problems, etc.) and from time to time other City Departments; 13) Collaboration with the Public Works Department for the execution of the City's Capital Improvement Program and other infrastructure programs and projects; 14) Provision of monthly status reports of City capital improvement related projects during a meeting with the City Administrator; and 15) Provision of conceptual plans, the development and design of standard construction drawings, the management and execution of a public bidding process, the inspection of ongoing construction projects, and project administration as required by the City. General The City of Sharonville is a municipal corporation operating under a Statutory form of government specifying the Mayor as the Chief Executive of the City. Day to day, the City is managed by a Safety Service Director who serves as the Chief Administrative Officer and is appointed by the Mayor. In 1911, Sharonville was officially incorporated as a village under that name and in 1962, the village became the City of Sharonville. According to the 2020 census, Sharonville's nighttime population is approximately 14,097. However, the City's daytime population can rise as high as 30,000 people a day. Sharonville has a diverse concentration of retail businesses, office presence, and a significant industrial base. Sharonville has an elected Law Director, Auditor, and Treasurer. The Sharonville City Council is comprised of seven representatives. Three of the members of Council are elected at large, and four are elected from districts. The President of Council is also directly elected to preside at meetings and over council. Sharonville is roughly 10 square miles with City crews maintaining approximately 144 road miles including State Route 42 (Lebanon Road). Although the City has no maintenance responsibilities for Interstate 275 or Interstate 75, traffic exiting from and entering onto these interstates on occasion has a significant impact on the City's overall traffic and infrastructure systems. Many Mill Creek watershed arterials and creeks run throughout a large part of the City requiring the necessity for several bridges and similar structures providing access to City parks and a number of roadways. During rainstorm events, the Mill Creek rises and flows along its banks creating erosion issues for both public and private properties. In the public areas, the City is responsible for developing bank stabilization solutions to limit and/or eliminate these erosion events. The City requires engineering services on a broad range of issues. The eight primary areas are defined as follows: 1. Coordination and supervision of the City's overall engineering needs and services; 2. Responsibility for engineering-related services and activities for the City's Planning Commission; 3. Provision of direction, advice, recommendations, and other engineering assistance related to the City's overall infrastructure improvements (roadway, sidewalk, bike path, bank stabilization, etc.); 4. Preparation of legal descriptions related to land gifts and/or acquisitions; 5. Location of and sound recommendations for the acquisition of available funding opportunities for a variety of capital improvement programs and projects. Must also have the ability to prepare applications to secure said funding; 6. Provision of engineering-related assistance and direction for City Departments as well as in the development of the City's Annual Capital Improvement Program; and 7. Attendance at regular and special Council and Planning Commission meetings when deemed necessary by Council, Planning Commission, or City Administration. Provision of engineering direction on all matters that arise at said meetings. 8. Housing and operating of the City's central traffic system software and general review, advice, direction on the City's traffic signal system. Time Requirements The following summary information is intended to provide the interested candidate with a general overview of the time required each month to adequately serve as the City Engineer for Sharonville. City Council meetings are usually held twice a month, on the second and last Tuesday of the month. Council meetings last an average of one hour. An occasional meeting may run beyond one hour. For the months of June and July, Council may decide to institute a "summer schedule" where meetings will be scheduled and announced in advance. During instances in which the City may receive land from a property owner, the City Engineer is expected to prepare the legal description. It is the responsibility of the City's Law Director to prepare the individual deeds for recording. Planning Commission meetings are held on the second Wednesday of each month in the Sharonville Municipal Building. Planning Commission meetings generally on average approximately one hour. On very rare occasions, the City Engineer may be requested to attend a Board of Zoning Appeals (BZA) meeting. BZA Meetings are also held on the second Wednesday of each month. A BZA meeting typically last longer than Planning Commission meetings and typically last less than two hours. If the City Administration determines the City Engineer is needed at a BZA meeting, notification will be provided well in advance of the meeting and once the meeting agenda has been established. Interested parties should provide the following information: 1. A concise history of the firm, including a complete list of municipal clients which are currently represented; 2. A description of the total staff size and capabilities; 3. A profile of the person who will be designated as City Engineer and a profile of the person who will be designated as the back-up City Engineer (or Assistant City Engineer), including detailed information on the municipal experience of both individuals; 4. Profiles of other Professional Engineers (P.E.), including a statement of their area(s) of expertise and municipal client experience, who will be available to assist when the need arises; and 5. Descriptions of any information systems or special services developed for municipal clients which may be of interest to the City. 6. Any and all pending or resolved litigation or legal action against or initiated by your firm(s) in the last five years and the result of each. 7. List of all ODOT pre-qualifications.
