Renovation of an educational facility in Lafayette, Louisiana. Completed plans call for the renovation of a educational facility.
The Purchasing staff is working remotely with the following (virtual) Purchasing Office hours of operation: Monday through Thursday - 7:30AM to 5:00PM, and Friday - 7:30AM to 12:30PM. Evidence of authority to submit the bid shall be required in accordance with R. S. 39:1594. The University of Louisiana at Lafayette reserves the right to reject any and all bids. The University of Louisiana at Lafayette (UL Lafayette) is expanding the existing Cleco Alternative Energy Research Center. The goal is to create a "Grid Testing Facility" [GTF] for purposes of testing and training this project will include the partial demolition of existing equipment, installation of new equipment, and the integration of existing and new equipment. The engineering design firm, Solar Alternatives, has provided stamped drawings for the Islanding Solar microgrid per industry standards and applicable codes. A separate contract is being bid out to install all the electrical equipment for the microgrid. The following bid specifications is for the microgrid controller contractor, and it includes the procurement, installation, and programming of the microgrid controller only. Because this microgrid controller is part of an engineered system, there can be no substitutions. 2. Description of Items to be Purchased & Installed by the Contractor (No Substitutions Allowed): o ETAP Software - 50 Bus System 1-User WAN License o ETAP Microgrid Controller (MG) Device - iUG-C#i716GB8e o ETAP iCE Gateway - iGW-S#0124T0 o ETAP Microgrid RTU Module - IRTUe-D1D124V o Workstation Monitoring Console o Network Switch - SonicWall Switch SWS14-24 o Server Computer - PowerEdge R250 Rack Server o ETAP eSCADA Energy Management System o ETAP Web-Based Monitoring Client 3. Description of Programming, Integration & Installation Work: o Prepare an ETAP electrical and microgrid system to model the following: o Microgrid controller functions in ETAP, using the user-defined module (UDM) o Steady-state and dynamic analysis of the electrical system o Time domain load flow study o Transient studies, including modeling of the generators and their exciter/governors, inverter(s) and their dynamic models, DC-DC converter, battery management system, chargers, etc. o Islanding and frequency ride-through study, which would include transitioning scenarios between grid-connected and island modes. o Load shedding study o Setup communication mapping between all devices, including the ETAP MG controller, iCE Gateway, network switch, ETAP MG RTU module via the existing/available protocols. o Setup the ETAP server workstation (R250) and ETAP workstation monitoring console along with the ETAP eSCADA energy management system. o Program the ETAP MG controller on the hardware using the software and the existing ETAP model functions. o Setup ETAP web-based monitoring client (HMI) for remote monitoring and supervision. o Provide remote support to UL Lafayette, which will perform the installation of the server and workstation. o Provide project schedule, administrator guide and operator guide to UL Lafayette staff. o Create and perform test cases for the factory acceptance test (FAT) to establish the design and functional operation of the complete system conforming specified requirements. o Perform Site Acceptance Test (SAT) at the UL Lafayette facility to validate the ETAP model with real time data and verify connectivity to all assigned tags via the input tag table. ETAP Real-Time will be confirmed and tested for functionality based on SAT guidelines. System's commissioning will be conducted at Client facility in order finalize any outstanding issues identified from SAT.
