Site work and renovation of a civil project in Elmhurst, Illinois. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The proposed construction consists of: Replacement of the mechanical equipment inside the primary clarifiers; Replacement of the mechanical equipment inside the secondary clarifiers and conversion of the inboard troughs to peripheral concrete troughs; Replacement of the gates in the aeration tanks effluent channels; Installation of flow meters and pinch valves between the aeration tanks and secondary clarifiers; Replacement of the mechanical equipment inside the CCT/excess flow clarifiers, replacement of inboard troughs with peripheral concrete troughs with finger weirs. Replacement of sodium hypochlorite delivery system including: new sodium hypochlorite storage tanks, new sodium hypochlorite feed pumps, new instrumentation and controls; Replacement of the existing gaseous sulfur dioxide dechlorination system with a liquid sodium thiosulfate dechlorination system including: new chemical storage tanks and secondary containment, new chemical feed pumps, new instrumentation and controls. Replacement of the primary sludge pumps in the Administration Building (Bldg 1) servicing Primary Clarifiers No. 1 and No. 2; Replacement of RAS pumps, automation of RAS pumping, and improvements to allow RAS pumping directly from each secondary clarifier; Removal of the hydronic heating system in the Administration Building (Bldg 1) and new HVAC system in the same building; Construction of new NPW Building and connection to existing NPW distribution system; Rehabilitation of seventeen sludge drying beds and extension of the existing spoils storage building; Associated modifications including site and exterior, electrical, integration, valves, piping, appurtenances; and other miscellaneous items of work. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 608 of the Water Resources Reform and Development Act. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for Bidders and Contractors under this order are explained in 41 CFR 60-4. Contractor(s) shall pay prevailing wages at rates not less than those under Davis-Bacon Wage Act Provisions as determined by U.S. Department of Labor to all laborers, workmen and mechanics performing work under this contract. If at the time the Agreement for this Project is executed, or if during the term of the Agreement, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570/0.01 et seq., as two consecutive months of unemployment exceeding 5%, the Bidder agrees to employ Illinois laborers in accordance with the "Employment of Illinois Workers on Public Works Act". An "Illinois laborer" is defined as any person who has resided in Illinois for at least thirty (30) days and intends to become or remain an Illinois resident. The City of Elmhurst is exempt from the Illinois State, municipal or county Retailers Occupation Tax, Service Occupation Tax, Use Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35. Bid prices shall not include the cost of such taxes. All Bids must be accompanied by a Bidder's bond, certified check, bank cashiers check or bank draft payable to the City of Elmhurst for five percent (5%) of the total amount of the Bid as provided in the Bidder Instructions. The City of Elmhurst reserves the right to waive technicalities and to reject any and all Proposals for any reason deemed in the best interest of the City of Elmhurst. Award of Contract. Unless all bids are rejected, the Contract award will be made to the lowest responsive responsible Bidder. In determining who the lowest responsive responsible Bidder is, the City of Elmhurst will consider all factors, which it, in its discretion, deems relevant. The City of Elmhurst reserves the unrestricted privilege to accept or reject any or all alternate prices for the deletion of the items of work at the time of award. In the comparison of Bids, the Bids will either be compared on the basis of the lump sum Base Bid if no alternates are accepted, or the Bids will be compared including alternates applied. Bidders who are awarded a Contract shall be required to provide a Contract Bond in the total amount of the Contract sum upon execution of the Contract.
