Site work for a water / sewer project in Joliet, Illinois. Completed plans call for site work for a water / sewer project.

The City of Joliet, Illinois, does hereby invite sealed bids for 2024 Fairmont Wells Abandonment The City of Joliet requests bid proposals for the sealing of Princeton and Bruce Road bedrock wells. The Contractor shall provide material procurement and fabrication, materials, equipment, demolition, and construction services including all labor, tools, services, personal and consumables supplies, and supervision necessary for the completion of the work. The Contractor shall obtain any and all applicable permits prior to starting the project. Copies of the permits shall be provided to the City of Joliet. And the Contractor shall contact the Illinois Department of Public Health Inspector prior to beginning the work, to inform them of the schedule of work. All work shall meet the Illinois Department of Public Health Standards. An Illinois licensed water well contractor under the supervision of the Department of Public Health inspector must perform the work. "Water Well Plugging Affidavits" shall be prepared by the Contractor and two (2) copies sent to the Department of Public Health inspector with copies to be submitted to the Illinois State Water Survey and the City of Joliet. The Contractor shall remove all materials and wastes generated from each site at the completion of the work. The Contractor shall also clean up the area around the well, before leaving the site. Clean up and restoration of the sites shall meet the approval of the City of Joliet, and shall be incidental to the this contract. The Contractor shall submit an experience list with the proposal. The experience list shall detail a minimum of 5 bedrock wells that have been sealed by the Contractor. The experience list shall include the name of the owners, well number, name and telephone number of the owners representative and the formation each well was finished in. Prior to sealing the wells, the Contractor shall chlorinate each well with sufficient chlorine solution to provide 50 mg/l chlorine concentrations for the volume of water in the well. During the backfilling of each well with pea gravel backfill material, the Contractor shall chlorinate the pea gravel with chlorine applied at the rate of 1 lb. of HTH chlorine per 10 tons of pea gravel. One pint of Specco Product #19 shall be added to each bag of cement to ensure the entrapment of air, increase bondage, and eliminate shrinkage. The Contractor is to submit a final report that addresses the following: A summary of the well closure activities including the locations and description of steps taken to close the wells. Appropriate well closure forms and copies of transmittals of any required documentation to all relevant Agencies. Any questions, please contact Purchasing at (815) 724-3925. All bidders will be required to submit Bid Security in the form of a Certified Check, Cashier's Check or a Bid Bond in the amount of Ten percent (10%) of the Base Bid, payable to the City of Joliet. The City of Joliet has a local qualified bidder ordinance that would apply to this contract All other doors will be locked. Please make sure to mention you are delivering a sealed bid/proposal, so the receiver knows to time stamp the envelope upon receipt. If dropping off a bid in person, bids must be dropped off during business hours only between 8:00 A.M. and 4:30 P.M. It is Highly Recommended, That All Bids Be Tabbed to Mark the Bidding Schedule and Bid Bond. An Electronic Copy of the Entire Submission on a Usb Flash Drive is Also Requested to Be Included in the Bid Package. Bid Results Will Also Be Posted on the City, and Emails Sent Out to Individuals Who Have Subscribed to the Related RSS Feed. It is Preferred That You Mail Your Bids/proposals. They Should Be Addressed as Follows: City of Joliet - Sealed Bid Enclosed Office of the City Clerk 150 W. Jefferson St. Joliet, Il 60432 if You Do Choose to Hand Deliver Your Bid/proposal, They Are to Be Hand Delivered to the East or West Side of City Hall, 150 W. Jefferson St., Joliet, Il 60432 Interpretations of the meaning of any item in the Contract Documents shall be valid only if issued in writing by the Owner or the Owner's representative designated in the Contract Documents SCOPE OF WORK Princeton Well :The Princeton well is a bedrock well drilled to a depth of 395' located at 1S Princeton Ave., Lockport Township. The well has a 12" casing above ground level to 64'. The hole drilled below the casing is 11.87". The pumping equpitment will need to be removed and stacked neatly onsite for City inspection. The proposed sealing procedure of Princteon Well shall proceed as follows: Disinfected pea gravel from 74' to 395'; Neat cement grout from 74' to surface' One pint of Specco Product #19 shall be mixed with each bag of cement used. Williamson Avenue Well :The Bruce Rd well is a bedrock well drilled to a depth of 400' located at 55 Bruce Road, Lockport Township. The well has a 12" casing from ground level to 47'. The drilled hole below the casing is 11.87". The pumping equpitment will need to be removed and stacked neatly onsite for City inspection. The proposed sealing procedure of the Bruce Rd. Well shall proceed as follows: Disinfected pea gravel from 57' to 400'; Neat cement grout from 0' to 57' One pint of Specco Product #19 shall be mixed with each bag of cement used. *Both wells are located inside wellhouses therefore the buildings must be sealed when the project is complete. Each bidder shall provide bid security in the amount of at least Ten percent (10%) of its base bid. Bid security shall be in the form of a certified check, cashier's check or bid bond issued by a surety licensed to do business in the State of Illinois. The City of Joliet reserves the right to accept any bid which may be deemed to be in the best interest of the City of Joliet. The City of Joliet further reserves the right to reject any or all bids. The potential vendor/contractor remains responsible for obtaining all addenda to the original specification so they should check the specific bid page before submitting a bid to make sure they have received all addendums to a specific contract. The successful bidder will be required to post performance security and to provide a Certificate of Insurance as set forth in the Invitation of Bid and the General Terms & Conditions. The City of Joliet reserves the right to reject any and all bids, parts of any and all bids, or to waive technical errors or omissions in bids. The Contract shall be subject to the provisions of the Prevailing Wage Act (820 ILCS 130/1 et seq.) to the extent required by law. ALL PROPOSALS ARE SUBJECT TO THE REQUIREMENTS OF THE CITY OF JOLIET PROCUREMENT CODE (Section 2-430 - 2-453 of the Code of Ordinances) It is imperative that this work shall begin no later than October December 1, 2023 and be completed prior to December 31, 2023
