Renovation of a library in Washington, District of Columbia. Completed plans call for the renovation of a library.
The DC Public Library operates twenty-six (26) libraries throughout the District of Columbia (District). Over the past decade, the District has invested half a billion dollars in new and modernized libraries across all eight wards. Award winning, loved and well-used libraries are part of the District's built environment. The Petworth Neighborhood Library located at 4200 Kansas Ave Northwest is the subject of this solicitation. The Petworth Neighborhood Library is approximately 21,000 square feet and opened in 1939 (modernized in 2010-2011). In 2018, the library building was listed on the National Register of Historic Places. Petworth Library is one of the city's busiest in a neighborhood that is rapidly growing. Given its proximity to both a middle school and high school, the library should be a destination for local teens with large spaces dedicated to their needs. The library needs to be reconfigured so the Adult and Youth Services are on separate floors, allowing for a more natural distribution of collection, service delivery and staff. Relocating teens to the second floor will provide them with a sense of belonging that the facility does not currently provide. The reallocation of program spaces would trigger power, data, new finishes, FF&E and potential HVAC rework. Other standard improvements should be addressed at the same time, including improvement to sound attenuation in meeting rooms and the replacement of worn out finishes and flooring. This RFP requests minimum, but key information that the DC Public Library will evaluate and use to shortlist up to three (3) Design-Build teams (or "Contractor") for interviews shortly after the submission of proposals. Questions Cut-Off - October 24, 2023. The prospective Design-Builder shall submit the question in writing to the contact person, Diane Wooden - Email: diane.wooden2@dc.gov. The Contractor shall provide a payment and performance bond each having a penal value equal to 100% of the GMP. The Contractor shall provide the required bonds prior to execution of the GMP amendment. 2.1 This solicitation is designated only for certified small business enterprise ("SBE") contractors under the provisions of the "Small and Certified Business Enterprise Development and Assistance Act of 2014", D.C. Official Code _ 2-218.01 et seq., as amended. ONLY contractors that are certified by the District of Columbia Department of Small and Local Business Development ("DSLBD") as an SBE at the time of the RFP proposal submission deadline are eligible. 2.2 A Contractor responding to this solicitation that is required to subcontract shall submit with its proposal, any subcontracting plan required by law. Contractors responding to this RFQ may be rejected if they fail to submit a subcontracting plan that is required by law. 2.3 For contracts in excess of $250,000, at least 35% of the dollar volume of the contract shall be subcontracted in accordance with Section H.9. DESIGN-TO-BUDGET The DC Public Library has established a design to and deliver to GMP budget of $1.275M for the design-build team. This budget includes all soft & hard costs. Scope and schedule can be modified to reflect the exigencies of the design and construction process but the Design-Builder must deliver to budget. Excluded from the $1.275M value is the owner's contingency and any code required independent testing. The design to budget numbers are firm. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
