ISTHA is seeking a Qualified vendor to perform construction for Roadway projects in accordance w/the Job Order Contracting (JOC) system and to comply w/terms in attached IFB. Written vendor questions should be sent no later than 10/26/2023 at 10:00 am The resulting contract with the awarded Bidder shall have an initial term of three (3) years. In no event will the total term of the contract, including the initial term, any renewal terms, and any extensions exceed ten (10) years. 30 ILCS 500/20-60. Subject to the maximum total term limitation, the Illinois Tollway has the option to renew for the following terms: two (2) years. This solicitation includes a specific DBE utilization goal of 31 % and Veteran Owned Small Business (VOSB)/Service Disabled Veteran Owned Small Business (SDVOSB) goal of 3 % based on the availability of DBE and VOSB/SDVOSB certified vendors who perform or provide the anticipated services and/or supplies required by this solicitation. The Illinois Tollway is an administrative agency of the State of Illinois which exists to provide for the construction, operation, regulation, and maintenance of a system of toll highways within the State of Illinois. The Tollway's main revenue is derived from the tolls it collects from users. The Tollway is also empowered to enter into contracts; acquire, own, use, lease, operate, and dispose of personal and real property, including rights of way, franchises, and easements; establish and amend resolutions, by-laws, rules, regulations, and toll rates; acquire, construct, relocate, operate, regulate, and maintain the Tollway system; exercise powers of eminent domain and condemnation; raise or lower toll rates; and contract for services and supplies, including services and supplies for the various patron service areas on the Tollway system. Tollway funds are not appropriated by the Illinois General Assembly. The Illinois Tollway ("Agency" or "State") requests Bids from responsible vendors to meet its needs. A brief description is set forth below for Bidder's convenience, with detailed requirements in subsequent sections of this solicitation. If interested and able to meet these requirements, the State appreciates and welcomes a Bid. Brief Description: The Illinois Tollway is seeking a vendor(s) to perform roadway construction work for roadway projects in accordance with the Job Order Contracting (JOC) system. o Roadway construction services will consist of four (4) zones at $1.25 million per zone per year with a three (3) year initial term ($5 million per year) per zone totaling $15 million. There is a possible 2 year renewal term for each of the four (4) zones totaling $1.25 million per zone per year ($5 million per year) totaling $10 million. The current system in use with the Tollway is Gordian. It is recommended that the awarded bidder be familiar with Gordian software. Job Order Contracting requires contractors to submit bids on individual construction tasks based on pre-set unit pricing from a supplied Construction Task Catalog(R) (CTC), there is language in the Construction Task Catalog(R) (CTC) that refers to veritical construction, however this contract does not allow for vertical construction, therefore the language in the CTC, that refers to vertical construction, does not apply to this contract. All unit prices in the CTC are based on local labor rates, material, and equipment prices related to the direct cost of construction. Contractors selected for this program will attend joint scope meetings with the Tollway to look at proposed projects. The Tollway will then prepare a detailed scope of work and issue a request for pricing on the selected task based on the CTC. The General Contractor then prepares a job order price proposal, supplies, drawings and sketches as requested, provides a list of sub-contractors and construction schedule, and supplies other requested documentation. The value of the Job Order Price Proposal is calculated by summing the total of the calculation for each pre-priced task (unit price x quantity x adjustment factor plus the value of any non pre-priced task). If the job order is found to be complete and reasonable, a Job Order Notice To Proceed (NTP) is issued. There are four (4) zones for Roadway. Bidder(s) are not required to bid on all zones. Bidder(s) can bid on one, all, or any combination of zones; however, a Bidder(s) will be required to submit a separate bid for each desired zone and to perform all services within the zone. Awards will be made to the lowest most responsive/responsible bidder(s) including the renewal.
