Violation of this provision is grounds for rejecting a response. . The St. Johns River Water Management District (District) operates three locks and dams along the Ocklawaha River, including the Burrell Lock and Apopka Lock. Burrell Lock is located on Haynes Creek south of County Road 44 in Lake County, FL (see Figure 1). Apopka Lock is located on the Apopka-Beauclair Canal south of County Road 48 in Lake County, FL (see Figure 2). In recent years, there has been an increase in manatee traffic in the Upper Ocklawaha River Basin and it has been determined that the District should implement greater protections for the manatees passing through District locks. After reviewing various manatee protection systems, the District has decided to utilize a sonarbased fish finder system at these two locks (see Figures 3, 4 and 5) which will allow lock tenders to view lock pinch points prior to lock gate operations. II. OBJECTIVE The objective of this procurement is to install sonar-based technology to enable lock tenders to see underwater bodies (including manatees) in real time. III. SCOPE OF SERVICES Provide labor, equipment, and materials (except as provided by the District; see District Responsibilities section below) to ensure a turn-key project. The result will be a fully operational system allowing lock tenders to see all pinch points on display units in the control room. All electrical components and associated wiring work must meet manufacturer's recommendations/instructions. TASK IDENTIFICATION BURRELL LOCK District Responsibilities: a. Provide access to District property. b. Ensure lock is closed to the public as needed for the project. c. Provide relevant site and/or lock construction plans (as requested). d. Provide the following components: o Two ENC10/12-DC-NM (12" x 10" x 4.5") Campbell Scientific enclosures o Three ENC16/18UL-QC-SB-NM (18" x 16" x 9") Campbell Scientific enclosures o Six Active Target 2 (Module + Transducer + Mounts) units; Lowrance SKU: 000- 15959-001 o Three HDS PRO 9 display units; Lowrance SKU: 000-15996-001 o Eight Ethernet Adapter Cables 2M - 5P Male to RJ45 Female, Lowrance SKU: 000- 0127-56 o Two ethernet cables, Cat5E (with appropriate adapters pre-installed); Lowrance SKU: 000-0127-30 o Ethernet cables, Cat5E (three of 100' each and one of 150') o 14 AWG 4-wire SOOW copper power cable, 500' o Nine Sierra 3A manual-reset DC circuit breakers o Nine terminal blocks o One AC to 12VDC power converter o One AC to 24VDC power converter o Grounding rods, wires, and grounding rod clams o Unistrut e. Direct the location and/or angling of components above. f. Operate the lock as needed by the contractor for safe work completion. g. Test as needed to ensure everything is in working order prior to completion. Contractor Responsibilities: a. Mobilize to site. b. Notify District Project Manager (PM) of work schedule changes at least 48 hours in advance. c. Perform lockout-tagout to disconnect electric power service when appropriate. d. Wiring/conduit work must meet manufacturer's recommendations/instructions. e. Provide all conduit, conduit connectors, conduit straps, conduit cement, etc. f. All conduit except the sections going to/from/through water shall be 1.5" schedule 40 PVC and supported with appropriate straps/brackets at least once every 4'. Conduit straps will be two-hole style mounted with concrete anchors. The excluded conduit shall be 1.5" schedule 80 PVC supported identically. g. All conduits must be joined with electrical conduit cement (or approved equal; provided by Contractor). h. All mounting hardware (provided by Contractor) shall be stainless steel (or approved equal). i. Install two control modules and two terminal blocks in each of two of the larger enclosures. j. Install one control module and one terminal block in each of two of the smaller enclosures. k. Install remaining terminal blocks and power converters in the remaining larger enclosure. l. Place the display units in the lock control building on the desk in the northeast corner with at least 3 feet of "slack" in attached cables/wires to ensure freedom to reposition after project completion. m. Mount enclosures with control modules at locations designated by PM (see Figures 3 and 4 for approximate locations), to Unistrut, then mount the Unistrut to the concrete or a fencing post, suspended 3-6" from the ground. n. Install the enclosure with the converters in the control room (as directed by PM). o. Appropriately ground all modules. p. Run power, ethernet, and transducer cables (along with appropriate extensions provided by District) through conduits as needed prior to conduit installations. q. Approximate conduit lengths are provided below. It is the Contractor's responsibility to verify all lengths necessary to complete the project. o Install conduit (approximately 10') by tapping a new hole in the lock control building (as designated by PM) and connecting to a 4-way conduit connector. o This conduit contains six ethernet cables and six power cables. o Install conduit connecting the 4-way conduit connector to the northwest enclosure, running adjacent to the lock fence (approximately 10'). o This conduit contains two ethernet cables and two power cables. o Install conduit connecting the 4-way conduit connector to the southwest enclosure, running adjacent to the lock fence (approximately 70'). o This conduit contains two ethernet cables and two power cables. o Install conduit connecting the 4-way conduit connector straight down the wall from the 4- way, across the lock chamber on the bottom, straight up the opposing wall, and connecting to a 3-way T conduit connector (approximately 65'). o This conduit contains two ethernet cables and two power cables.
