As of February 24, 2024 the project was awarded to Global Action Sports Solutions for $378,336,82 The City of Cumberland, Maryland is accepting proposals to provide design-build services for the design and construction of multi-use mountain bike and pedestrian trails in Constitution Park in Cumberland, Maryland. The City wishes to hire a qualified firm to provide design and construction documentation, cost analysis, specifications, and construction administration relating to the installation of the proposed trail network. The proposed network is anticipated to include a 2-5 mile length beginner/intermediate level flow loop within the park, a perimeter loop of trails for the purpose of connecting attractions within the park, and connections to adjacent neighbourhoods surrounding the park while incorporating existing plan recommendations for recreation initiatives. The City would also like to explore the design and construction of a one mile inclusive immersion trail within the overall design as an add-alternate to the base bid. A Proposal Guaranty (Bond or Certified Check) in the amount of at least 5% of the total bid shall be submitted with each bid. The successful bidder will be required to submit a Performance Bond and a Payment Bond, for all construction contracts in excess of $100,000, at the time the contract is executed. The Mayor and City Council reserve the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.
