The City of Redwood City (City) is located on the Southwest shore of San Francisco Bay on the San Mateo Peninsula in California. Within the Citys Community Development and Transportation Department, the Engineering and Transportation Division works to protect citizens from flooding while preserving the natural environment. The Engineering and Transportation Division and the Public Works Department are responsible for maintaining the Citys infrastructure, including its storm drainage system, sewer system, water systems, roads and bridges, flood channels, and natural creeks. In 2017, the Eastern Low-Lying Area (ELLA) Drainage Master Plan (DMP) assessed the Citys storm drain facilities and recommended Capital Improvement Projects for system upgrades. Seven existing storm drain pump stations were evaluated. The Bradford Storm Drain Pump Station and pertaining storm drainpipe network was prioritized for improvements. Bradford Storm Drain Pump Station will be upsized from its existing 87.1 cubic feet per second flow capacity (cfs) to 289 cfs, providing a 100-year capacity through the upsizing of existing pumps. The associated storm drainpipe network containing 3,750 linear feet of storm drainpipe will be upsized to a 30-year capacity. The drainage infrastructure will provide a 100-year level of protection to the surrounding drainage area. The City also applied and was approved for grant funding under the Hazard Mitigation Grant Program (HMGP) from Federal Emergency management Agency (FEMA) for the design phase for the Bradford Storm Drainage Pump Station Improvements Project (Project). The City completed the design phase of the Project and is currently going through FEMA review of deliverables. Upon completion and approval of the design phase deliverables, CEQA requirements, and regulatory permitting processes, the City will be eligible to proceed with the construction phase of the Project. The City will select a construction Contractor (Contractor) through a competitive bid process after FEMA authorization to proceed with the construction phase of the Project. A consultant for construction management and inspection services will be selected through this RFP prior to construction start. Consultant may assist with the selection of the Contractor. Funding for the construction phase of the Project will be dependent on FEMA approval of design phase deliverables. The preliminary cost estimate for the project is approximately $16 million dollars. The Project duration shall last approximately 780 calendar days from the construction notice to proceed to project close-out depending on grant authorization and regulatory permitting. Anonymity of the source of specific written questions will be maintained in the written responses. Questions and inquiries shall be received only through written communications via email or mail. A clarification addendum will be issued, if necessary. Written documents shall supersede any information that may be obtained or understood verbally City Hall public business hours are 10:00 a.m. - 4:00 p.m. Monday through Wednesday, except observed legal holidays. In-person deliveries to be made with a 48-hour email notification to Vicky Lau with exact date of delivery The City will not be liable for any costs incurred by the consulting firms incidentals to the preparation of proposals or for developing and carrying out interview presentations. Four (4) copies of the Proposal Response materials shall be submitted in accordance with all requirements set forth in this RFP/SRS document. Clearly mark the submittals as follows: PROPOSAL - CONSTRUCTION MANAGEMENT SERVICES FOR BRADFORD STORM DRAIN PUMP STATION IMPROVEMENT PROJECT Also include one (1) sealed fee envelope as described in Section II - Submittal Requirements. A digital (pdf.) copy of all documents shall also be provided via email or flash drive to Vicky Lau. Submission of a proposal indicates acceptance by the firm of the conditions contained in this Request for Proposals and Sealed Rate Schedule unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of Redwood City and the firm selected.
