The City is requesting proposals for waste management collection services for a seven (7) year term beginning March 30, 2026. The services require the curbside collection of Garbage, Bulky Items, Special Consideration Items, Source Separate Organics (SSO) organics, Leaf and Yard Waste (LYW), Christmas trees, and other related services in accordance with the requirements outlined in the RFP document, its appendices and any other supporting documents referenced herein. The City is seeking a Contractor to provide Curbside Collection to Residential Properties (including a mix of Single-Family, Medium-Density and limited High Density Residential), eligible Industrial, Commercial & Institutional (IC&I) Properties, and City Designated Municipal Facility locations commencing March 30, 2026. A performance security will be required from the Successful Proponent prior to the execution of a contract or the placing of a purchase order. Such performance security may, at the discretion of the City, be either in the amount of ten percent (10%) of the Total Firm Price, in the form of cash, a cheque certified by the bank upon which it is drawn, a money order, an irrevocable bank letter of credit with an auto renewal clause (draft form provided by the City of Ottawa), OR a Renewable Performance Bond for a Multi-Year Contract with an Emergency Remedial Measures Rider in the amount of fifty percent (50%) of the Total Firm Price from a surety company authorized by law to carry out business in the Province of Ontario and approved by the City. The performance security will be retained until completion of the contract to the satisfaction of the City. The performance security may be reduced at various stages of the project, at the discretion of the City. Failure of a Proponent to file a performance security within seven (7) Days after being requested to do so may be considered sufficient grounds for rejecting the Proposal. The proposed period of contract will be for seven years from Monday, 30 March 2026 to Sunday, 20 March 2033 (Contract Term). Subject to satisfactory service, terms and conditions, contingent upon approvals, budget and at the City sole discretion, the contract may be extended for two (2) additional one (1) year periods. An extension is to be mutually acceptable, and subject to a continued requirement by the City.
