Army Contracting Command - Rock Island (ACC-RI), on behalf of the Office of the Project Director Joint Services (PD JS) and the Joint Munitions Command (JMC), is seeking interested sources with the capabilities to execute various facility projects at Government Owned Contractor Operated (GOCO) and Government Owned Government Operated (GOGO) facilities within the United States. The Government proposes to issue an Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC), for Architect-Engineer (A/E) and Construction services. The planned contract may result in a pool of not fewer than three (3) contractors who would then submit competitive proposals for specific projects against task orders issued under the MATOC. The Government is seeking sources with the core competencies required to provide A/E design and Construction services to enable the manufacturing and demilitarization of ammunition. Interested sources would be required to meet State and Federal environmental requirements, as well as applicable building codes and chemical/explosives safety regulations. The projects will vary in size, cost, and complexity. This effort will support the objectives of the Army's GOCO Army Ammunition Plant (AAP) Modernization Plan to: Increase manufacturing safety and readiness to meet current and future requirements. Isolate energetic mass from people. Ensure graceful degradation and resilient operations. Improve flexibility, maintainability, and sustainability. Reduce cost of operations. Projects may take place at the following GOCO and GOGO facilities: Radford AAP (propellants), Radford, VA Iowa AAP (Load, Assemble and Pack (LAP)), Burlington, IA Holston AAP (explosives), Kingsport, TN Scranton AAP (large caliber metal parts), Scranton, PA Lake City AAP (small caliber ammunition), Independence, MO Quad Cities Cartridge Case Facility (deep drawn steel cartridge case manufacturing), Rock Island, IL Letterkenny Army Depot (Demilitarization of Ammunition), Letterkenny, PA Hawthorne Army Depot (Demilitarization of Ammunition), Hawthorne, NV Anniston Army Depot (Demilitarization of Ammunition), Anniston, AL McAlester Army Ammunition Plant (Demilitarization of Ammunition), McAlester, OK Tooele Army Depot (Demilitarization of Ammunition), Tooele, UT Crane Army Ammunition Activity (Demilitarization of Ammunition), Crane, IN The Government desires firms that provide: A/E Services: Full-service A/E design services with demonstrated knowledge of executing design projects meeting Federal requirements. Full-service A/E design services with demonstrated knowledge of executing design projects meeting energetic/chemical and protective safety requirements. Environmental Impact Statements, Environmental Assessments, and permitting. Proficiency in design for and pursuit of certification from the U.S Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Construction Services: Full-service design-build or design-bid-build construction services with demonstrated knowledge of executing construction projects meeting Federal requirements. Full-service design-build or design-bid-build construction services with demonstrated knowledge of executing construction projects meeting energetic/chemical and protective safety requirements. Proficiency in construction for and pursuit of certification from the U.S Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Contractors and their respective subcontractors shall have the ability to furnish all necessary services, personnel, labor, facilities, materials, supplies, and equipment to meet the Government's project requirements. All design work shall be performed under the direct supervision of a registered professional Architect and Engineer licensed. Contractors shall perform projects in accordance with all Federal, State, and local laws, including the Unified Facilities Criteria. The purpose of this notice is to obtain information from contractors to assist in determining the most suitable approach to meet the Government's needs and to gauge the extent of industry capabilities to support Industrial Base Modernization projects. The Government may use information provided to develop a Performance Work Statement/Statement of Work for potential solicitation. Contractors shall indicate interest and capabilities to satisfy the above requirements by identifying the following items: Company Name, Unique Entity Identifier (UEI) and Commercial and Government Entity (CAGE) Code Company Address, Country Represented, and Website Company point of contact, phone number, and email address Business size information (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman- owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business) Capability/qualification data, skill sets, professional licensure, and expertise to perform projects similar to the proposed projects which demonstrate experience in execution of such projects. (To include but not limited to facility design and construction, permitting, engineering, etc.) Capability/qualification data to prepare and comply with various environmental documents and permits. Capacity to provide management controls of cost, schedule, and quality. Major partners or suppliers, to include those in areas such as design and engineering support, construction management, and environmental consulting. Please include location of offices/facilities and capability of source and major partners/supplies/subcontractors/consultants. Responses shall not exceed twelve (12) 8.5 x 11-inch single sided pages (font no smaller than 10 point). Responses shall reference this Sources Sought number in the subject line of all emails and on all enclosed documents.
