The City desires to initiate this professional services agreement for a comprehensive Condition Assessment of the 1,050 mm and 850 mm metallic pipe (steel pipe) water line for the following purposes: 1. To identify the presence and location of all leaks and air pockets within the pipeline. 2. To monitor the water line for the presence of transient events that may adversely affect the water line. 3. To assess the structural integrity of each individual pipe within the pipeline. 4. To use 3D finite element modeling to develop a Pipe Performance Risk Curve(s) that will allow for risk ranking of each pipe based on likelihood of failure. 5. To provide a geodatabase for a planning level overview of the location of individual pipes sections that make up an individual pipeline for the purpose of assisting with the repair-maintenance process resulting from the pipeline Condition Assessment. 6. To evaluate alternatives and make recommendations with respect to repair, rehabilitation or replacement of significantly distressed pipes requiring immediate attention. 7. To make recommendations regarding long term management of the water line.
