This Request for Proposals ("RFP") is an invitation by the Town of Smiths Falls (the "Town") to prospective proponents to submit proposals for consulting services to complete a Heritage Conservation District (HCD) Study for the downtown area of the Town, as further described in Section B - Study Area. This RFP also includes the development of a Heritage Conservation District Plan and Guidelines as the second phase of this project, if directed by Council following consideration of the Heritage Conservation District Study. The Town of Smiths Falls is issuing this RFP to solicit statements of qualifications and pricing from heritage planning consultants capable of conducting a Heritage Conservation District Study, and if so directed by Council, a Plan and Guidelines, and review of complementary tools for comprehensive planning in the area in accordance with the Ontario Heritage Act and the requirements herein.
