Description: The County is requesting sealed proposals from established waste and recycling firms for Solid Waste and Recycling Collection and Hauling Services at the County's fourteen (14) Convenience Sites. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated within this Request for Proposals (RFP). Question Deadline 11/01/2023 at 2:00 PM ET The County is requesting sealed proposals from established waste and recycling firms for Solid Waste and Recycling Collection and Hauling Services at the County's fourteen (14) Convenience Sites. Offerors must submit all documentation required by this solicitation, including but not limited to, demonstration of their qualifications, provision of a practical business plan with staff numbers and equipment to effectively perform services, and the completion of the Cost Form found in Section Six, Required Forms. Dorchester County, located in South Carolina's Lowcountry, is one of three counties that make up the Charleston metropolitan area. The County covers 577 square miles and has a population of 161,540 in the 2020 Census, an increase of 18.3% since the 2010 Census. Within the County are portions of six municipalities: Summerville, North Charleston, Ridgeville, Harleyville, Reevesville, and St. George (County Seat). Dorchester County operates under a Council-Administrator form of government and has over 800 authorized full-time positions. The County Administrator is responsible for the administration of all departments under the control of the County Council. Each bid must be accompanied by a bid bond acceptable to the County. Bid bonds must be issued by a corporate surety registered and authorized to do business in the State of South Carolina. Bid bonds shall be payable to the County, shall be for at least five (5%) percent of the total amount of the bid, and shall serve as a guarantee deposit that the bid will be carried out to the complete satisfaction of the County. In lieu of a bond, Bidder may submit a certified check or cashier's check in aforesaid amount payable in U.S. funds. Faxed bid bonds will not be acceptable. The successful Bidder shall provide performance and payment bonds, in a form satisfactory to the County, in the following amounts: Payment Bond: 100% of the total amount of the Contract. Performance Bond: 100% of the total amount of the Contract. The initial term of any contract derived from this solicitation shall be ONE (1) year from the date of contract execution by the County. At the County's discretion, the contract may be renewed for FOUR (4) additional ONE (1) year terms. If the County elects to renew the contract, the vendor shall be obligated to renew
