Renovation of a water / sewer project in Orlando, Florida. Design plans call for the renovation of a water / sewer project.

As of November 5, 2024, an engineer has been selected and this project is in the design phase. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: Lift Station 139 (LS139) is located at 12459 Boggy Creek Road, adjacent to SR417. LS139 was constructed as a triplex lift station and has been in service since 1999. LS139 pumps wastewater flows, primarily from the Lake Nona area and from along Narcoossee Road, to the Water Conserv I Water Reclamation Facility. There have been significant increases in flows from the LS139 service area over the years and station degradation from hydrogen sulfide/sulfuric acid attack. In addition, proposed work to the SR417 will constrain the LS site. Therefore, LS139 needs upgrades and modifications to meet future flows and conditions. Question Submission Deadline:November 17, 2023, 5:00pm The selected Respondent will be responsible for providing all engineering services necessary to develop alternatives for the reconstruction/replacement of LS139 and producing a complete, detailed design that will culminate in a bidding package of construction plans and specifications for the selected alternative. The selected Respondent will be responsible for providing the following services: Capacity Analysis: Evaluate the existing service area, and possible modifications thereto, to determine the required future capacity of the reconstructed LS139. Develop flow projections, or review and update existing flow projections, for the service area. Review existing flow records for lift stations that currently contribute, or could contribute, wastewater to LS139. The deliverable for this effort will be a report recommending the design capacity for the reconstructed LS139. Preliminary Design: The selected Respondent will meet with City staff to discuss design features for the reconstructed LS139. At a minimum, the design concepts should include: Selection of materials to mitigate sulfide corrosion. Configuration as a submersible pump station. Selection of preferred pump and valve manufacturers. On-site emergency power in the form of a diesel generator and fuel storage tank. Odor control. Site plan considerations including future site constraints and how to access the pumps and valves for removal and transport. Inclusion of an overhead gantry crane for removal of pumps and valves. Variable Frequency Drive (VFD) pump control with the ability to default to on/off level control in the event of VFD failure. Pump controls should be contained in a climate-controlled structure that is isolated from wet well gasses. The deliverable for this effort will be a preliminary design report showing the master site plan, proposed location of the reconstructed LS 139, recommended construction sequencing, configuration of the incoming force mains, general layout of the station in both plan and profile views and a preliminary opinion of probable construction cost. Final Design: Based on the approved preliminary design recommendations, proceed with the development of construction level plans and specifications. Provide plans and specifications for City review at the 60%, 90% and 100% completion points. Provide an updated opinion of probable construction cost with each review submittal. Incorporate City comments into the design documents. Other Miscellaneous Services Host or participate in meetings with the City or other agencies. Including, at a minimum, the following meetings: Kick off meeting. Utility coordination meetings. Progress meetings. Design review meetings. Meetings with regulatory agencies. Other meetings as needed. Prepare all necessary permit applications and associated reports as needed. Provide bidding phase engineering services including Pre-Bid meeting attendance, preparation of addenda documents, and preparation of conformed documents. Provide construction phase engineering services including but not limited to responses to Request for Information, shop drawing reviews, change order reviews, attending progress meetings and preparing as-built record drawings. Prepare O&M manuals and assist with training. Assist with start-up. Assist City with project closeout and permit compliance documentation. In addition to the above, the successful Respondent shall provide any and all other related services that may be identified either by the City or the successful Respondent, as clearly delineated, reviewed, and approved by the City. Applicable Standards: The services performed by the selected Respondent shall be in compliance with all applicable City of Orlando and Florida Department of Environment Protection standards and rules.
