Date Email Questions Due:jamie.gott@state.co.us Nov 14, 2023 1:00pm Colorado Department of Human Services (CDHS), Division of Facilities Management (DFM) is requesting proposals to select a qualified construction manager or general contractor (CM/GC) for the second phase of the SLFRF Refurbish HVAC and Mechanical Equipment, Zebulon Pike, Pueblo, and Spring Creek Youth Services Center project. The project scope includes for but not limited to, the repair or replacement for the facilities sanitary and storm water sewer lines, replacement of three (3) existing HVAC furnaces and (3) condensing units, replacement of the facilities main distribution panel (MDP), and dependent upon budgetary allowance, the replacement of thirteen (13) electrical sub panels. As the Zebulon Pike, Division of Youth Services (DYS) facility is a 24/7/365 operating facility, the CM/GC will be required to include for limited service disruptions and for providing bypass or backup systems to impacted life, health, and safety systems of facilities within the project parameters. This may include for, but not limited to, the sanitary and storm sewer mains and for down time during the replacement of the MDP. CDHS/DFM has contracted an Architecture/Engineering (A/E) consultant team, Schendt Engineering Corp, who have begun site surveys, scoping of sanitary and sewer drain lines, and analysis of as-built document analysis, as part of, providing design options for final selection to CDHS. The contracted CM/GC shall be coordinating and collaborating as part of this design process to provide construction specific related insight to the design team's decision making. The CM/GC process is ultimately a collaborative team effort that is created in order to preventing cost overruns, change orders, and in providing a successfully completed project delivery to CDHS. CDHS shall be using a Construction Manager/General Contractor (CM/GC) approach to project delivery. A Guaranteed Maximum Price (GMP) and an updated project duration schedule will be established by the A/E and the CM/GC in conjunction with CDHS. The CM/GC will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, constructability, and will work closely with the A/E and CDHS throughout the planning, design and construction phases of the project. Construction is estimated to commence April 2024. This project must be fully encumbered by December 30, 2024 and complete project close out by December 30, 2026. The process to be used in the selection of the CM/GC is comprised of two steps. STEP I is the Submittal of Prequalification as described in Section II (D). STEP II is the Oral Interview/Cost Proposal as described in detail in Section III. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with CM/GC will evaluate responses to this RFP for both STEPS. Upon completion of the evaluation of the Submittals of Prequalification, a limited number of firms will be invited to the oral interviews. Sealed fee proposals will be required only from those firms who are interviewed and are to be submitted as indicated in this RFP. Both qualifications and cost will be considered in the final ranking of firms with qualifications given 70% of the value of the weighted criteria and fees for the Cost/ Proposal given 30%.
