As a result of Provincial changes to the Planning Act and the Conservation Authorities Act the City of Burlington has been limited in what natural heritage and environmental review services it can receive from partner agencies. These services have historically been obtained from Conservation Halton and the Region of Halton through an agreed upon memorandum of understanding. In addition, the City of Burlington is experiencing significant development application activity beyond typical levels. The City is therefore seeking to retain consultants' assistance in the area of natural heritage and environmental planning to backstop planning staff due to the volume of submissions and workload constraints, the transition of staff, or when specialized skills for natural heritage and environmental review are needed (ecology, biology, hydrology). The successfully prequalified consultant(s) would be invited to bid on future Scopes of Work to assist with planning research, analysis, preparation and authoring of reports and recommendations to Council on matters relating to Official Plan amendments, Zoning By-law amendments, and Subdivision applications, and in certain circumstances, assist in the review of Site Plan Applications, Niagara Escarpment Development Permit Applications and City-led policy initiatives.
