Renovation of a water / sewer project in Waterville, Maine. Completed plans call for the renovation of a water / sewer project.

The Kennebec Water District (KWD) is requesting proposals from qualified vendors for the replacement of media in two granular activated carbon (GAC) filters at the water treatment plant (WTP). Each filter contains approximately 1,400 cubic feet of GAC and will be used as a potable water filtration media. These proposals must include the total cost and projected workflow of the removal and the disposal of existing GAC media as well as the installation of the newly specified GAC media. No equivalent product will be considered. General tasks the selected vendor shall be expected to complete are; removal of existing GAC from the filtration basins, disposal of the removed GAC, and installation of the new product into the filtration basins while allowing KWD to maintain operation of the WTP. All work on the project, including deliveries, shall be scheduled for 07:00 to 15:00, Monday through Friday, excluding federal and state holidays unless arranged with KWD beforehand. The vendor is expected to provide all equipment required to complete the project. The vendor shall notify KWD at least seven business days prior to delivery. Drivers shall present proper shipping orders, weight slips and bill of lading for KWD Operator inspection prior to unloading. A copy shall be returned to KWD with the invoice. Questions must be submitted to Robbie Bickford, Water Quality Manager, via email at rbickford@kennebecwater.org no later than 14:00 on November 9, 2023. Questions submitted after will not be answered. All answers and associated questions will be provided to all vendors who attended the optional pre-submission meeting or asked a question no later than November 15, 2023. Upon Board of Trustee approval, KWD anticipates placing an order by phone and confirming the order by email. Once a contract has been signed, the vendor shall furnish KWD with current Safety Data Sheets and information on truck routes to be used to and from the Vassalboro facility. The vendor shall remain fully insured throughout the entirety of the project to the standards above and provide a certificate of insurance prior to beginning work or delivery. A certificate of analysis provided by an independent, licensed laboratory will be required with the initial shipment. The proposal price shall remain in effect for 6 months following the bid deadline. The vendor is expected to provide all equipment required to complete the project. The specifications for each process are as follows: 1. Removal of Old Media KWD's filters are enclosed within a building. Each existing filter has a surface area of 299.5 square feet, loaded with a 56-inch depth of GAC atop 9-inch depth of silica sand, atop 3-inch depth of high-density sand. Several layers of gravel of various sizes cover the header/lateral underdrain system. Accordingly, approximately 1,400 cubic feet of GAC exists within each filter. The vendor shall be responsible for the safe removal of the existing GAC. KWD shall provide the winning bidder's trucks with safe access to the ground level below the filtration units (within 15 feet of the building). Water is available within the building from a 3/4 inch male garden hose thread fitting or at the exterior of the facility from a fire hydrant at approximately 12 psi (if additional pressure is required rental of a pump will be at the vendor's expense). . The vendor shall remove only the carbon and no other filter media. Boards and pads shall be used to prevent disturbing the filter media. All cleanup shall be the responsibility of the vendor including any spills at the delivery area and all areas outside the WTP. During the time between the removal of existing GAC and the installation of the new product the filters will be available for inspection, maintenance, and disinfection by KWD staff for a minimum of one full business day. 2. Disposal of removed GAC Removed GAC shall be disposed of legally, either by regeneration or disposal in a licensed and approved landfill. The vendor shall provide KWD with a copy of the disposal receipt and/or chain of custody. 3. Installation of New Media The new GAC shall be added by hose to the two individual filter beds one at a time. KWD shall provide the winning bidder's trucks with safe access to the ground level below the filtration units (within 15 feet the building). Water is available utilizing the same sources outlined in Scope of Work-section 1-paragraph 2.KWD employees will backwash the filter at low flow to remove fines, allowed to settle, and then more GAC media will be added to raise the level to the proper benchmark (a minimum of 6" below surface scour arms). KWD employees will then backwash the filter again to 30% expansion to remove fines and start an automated backwash routine. Bed depth will be checked a final time and adjusted as necessary. 4. Filter Operation Only one filter may be taken out of service at any time throughout this process.
