No definite date for the rebid.** Antrim County is seeking proposals from professional architects to develop Construction Documents for the restoration of--and addition to--the one-room 1878 Antrim City School, which was purchased by Antrim County in 2021. It is the County's intent that the construction documents will enable the County to solicit bids from qualified contractors to complete the schoolhouse project. The schoolhouse property is in Banks Township. It is bounded on three sides by the Antrim Creek Natural Area (ACNA) and by Old Dixie Highway on the fourth side. The ACNA is comprised of 156 acres which contains nearly one mile of Grand Traverse Bay shoreline. Much history is associated with the ACNA, including Native American activity and the long-gone settlement of Antrim City, which once had lumber mills, residences, stores, and a dock. The Antrim Creek Natural Area Commission, an organization whose charge is to "assist the County in the management" of the ACNA has approved a plan for the schoolhouse. (See Appendix A.) An evaluation of the schoolhouse was completed in September 2023 by a licensed structural engineer. (See Appendix B.) Though it is the intent of this RFP that the construction documents adhere to the recommendations of the ACNA Commission's plan as much as possible, it is recognized that implementing all recommendations may not be practicable due to construction codes, existing structure conditions, etc. The County's priorities, in order, are: 1) Stabilization of the building. 2) Renovations that include accessibility and as much historic restoration as possible. 3) Additions recommended by the ACNA Commission, e.g., ADA compliant restrooms and a kitchenette. The County is open to the possibility of phased construction. If it is determined that a phased approach is in the best interest of the project, the County will require Opinions of Probable Construction Cost for each phase. An Opinion of Probable Construction Cost is to be reviewed with official County representatives prior to developing the final construction documents. The construction documents will include, but not be limited to: 1. Structural plans 2. Floor plans 3. Building elevations and renderings 4. Plumbing/mechanical plans 5. Electrical plans 6. Details to convey the work's intent 7. Recommendations for water/sewer work accompanied by sewer/water cost estimates 8. Recommendations for site work, accompanied by cost estimates. The kickoff meeting between County representatives and the Architectural Firm will be held to review the project schedule and to determine the direction of the project. Additional meetings shall include a review of the Opinion of Probable Construction cost, a 50% review of the Construction Documents, and a review of the 100% Construction Documents including an updated Opinion of Probable Construction Cost. All meetings except the kickoff may be held virtually. Proposals shall include the following: 1. Proposed work plan 2. Resumes of proposed staff 3. Experience with similar projects 4. Proposed fee structure 5. Proposed project schedule if different than what is proposed below Acceptance and Rejection of Proposals: The Contractor chosen by Antrim County shall not discriminate against any worker, employee, or applicant for employment because of race, color, religion, height, weight, marital status, national origin, ancestry, sex, age, (except where requirements as to age is based upon a bona fide occupational qualification), or disability (that is unrelated to the individual's ability to perform duties of a particular job or position) pursuant to 1976 PA 453, as amended, MCL 37.2101 et seq. (Elliot-Larsen Civil Rights Act). The County of Antrim reserves the right to accept and/or reject any and all bids, to waive any irregularity in a bid, and to accept that bid which, in the opinion of the Board of Commissioners, is in the best interest of the County. It is the intention of the Board to award all work to a single contractor. However, the Board also reserves the right to award only a portion of the work.
