Increase Student Participation in Sports Beginning in Middle School, Building a Clear Pipeline to High School Sports. Expose Students to a Wide Variety of Sports and Athletic Activities. Create a Pathway for Students to Participate in Sports, Even if Their School Does Not Have a Team, Such as Through a "Free-agent" Model.1 Build an Inclusive Program That Welcomes Students of All Backgrounds and Supports Participation of Traditionally Underrepresented Groups in Sports, Including Girls and Students With Disabilities. 3.0 Scope of Services 3.1 Program Management Requirements 1. Provide a Single Point of Contact That Will Be Available to City Schools Staff on a Regular Basis to Provide Progress Reports, Updates, and General Management Support for the Programming. 2. Identify, Coordinate, and Manage the Day-to-day Activities of All Non-city Schools Sponsored Sports Leagues and Clinics. 3. Provide Regular Attendance and Participation Reporting at the School, League, and Sport Level That Includes Demographic Information for Participants. 4. Identify, Secure, and Manage the Renting or Scheduling of Facilities for Sports Leagues. Rental Fees and Insurance Are the Responsibility of the Vendor. 5. Provide Appropriate and Safe Equipment for Student's Participation in the Provided Sport. 6. Develop and Implement a Marketing and Communication Strategy to Inform Parents Of the Offerings Available to Students in Coordination With City Schools. 7. Provide Clear, Concise, Accurate, and Timely Quotes and Invoices to City Schools With Appropriate Backup Documentation. 3.2 Programming Requirements 1. Offer Programming to All Eighty (80) Schools That Provide Middle Grades Programming Through a Combination of Leagues and Clinics. 2. Develop and Implement Programming That Allows Students to Participate in Team Sports Even When There is Not an Option at Their Home School. (I.e. A "Free-agent" Model of Play). This Strategy Should Avoid the "Stacking" of Teams - Meaning the Placement of the Best Athletes on One Team - That Would Ruin the Spirit of Intramural And Middle School Athletics. 3. All Competitive Sports Leagues Will Follow Maryland Official Rules (Where Applicable). 4. All Programming Will Be Provided Free of Charge to Students. No Fees, Purchase of Uniforms, or Equipment Can Be Implemented Without Specific Written Consent From The Office of Athletics. 5. City Schools Will Offer Basketball, Bocce, Cross Country, Flag Football, Volleyball, and Track and Field. Sports Provided by City Schools Will Not Be a Part of the Vendor Contract. The List of Sports the Vendor Will Provide Must Be Confirmed by City Schools and Must Include at Least Badminton, Baseball, Softball, Lacrosse, Soccer, And Wrestling. Additional Opportunities Such as Crew/rowing, Golf, Kickball, Pickleball, Squash, and Swimming Will Be Considered With Pre-approval From City Schools Athletics Department. Term of Agreement The Anticipated Term of the Contract That City Schools Intends to Award Pursuant to This Rfp Shall Be for Three (3) Years From the Date of Board Approval With Two (2) One-year Renewal Options to Be Exercised at the Sole Discretion of City Schools, Subject to the Termination Provisions Set Forth in the Attached City Schools General Articles (Appendix B). The Entity Awarded a Contract Pursuant to This Rfp May Adjust Its Base Contract Bid Prices for the Second and Third Three-year Renewal Period. Prices May Not Be Adjusted During the Initial Three-year Term. This Permissible Adjustment Mechanism Shall Be Tied to The Change in the Consumer Price Index ("Cpi"). The Specific Procedure for Calculating The Adjustment and Implementing the Resulting Price Change is Described as Follows: At Least Sixty (60) Days Prior to the End of the Current Contract Year, an Entity May Submit A Request to Adjust the Contract Prices Then in Effect Based Upon a Change in the Cpi as Described Below Questions and Inquiries No Interpretation of the Meaning of the Specifications or Other Documents Will Be Made to Any Entity Orally. Questions Shall Be Submitted in Writing to the Point of Contact (See Part Ii, 5.0). If the Entity is Allowed to Submit the Proposal in Hard Copy, the Word "Inquiry" And the Rfp Name and Number Must Be Noted on the Envelope. Alternatively, Inquiries May Be E-mailed to the Point of Contact. The Subject Field of the E-mail Must Include "Inquiry" and the Rfp Name and Number. To Be Given Consideration, the Questions Must Be Received Not Later Than Monday, October 31, 2023 at 3:00 P.m. Est. Questions That Are Deemed to Be Substantive in Nature Will Be Answered Only in Writing, With Both the Question(S) and Answer(S) Posted
