Floating Plant IDIQ Contract This is a Sources Notice. This Sources neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. Contract is anticipated to be a 5 Year - Quantity (IDIQ) Construction Contract for Rivers Project Office Floating Plant. General Project Description 5 Year IDIQ Construction Contract The work covered by this contract and its respective task orders against this contract consist of furnishing all floating plant, labor, equipment, operators, supervision/site superintendent, supplies and materials necessary to satisfactorily perform the repair, installation, demolition, removal/disposal, rehabilitation and/or restoration of U.S. Government lands and facilities and/or U.S. Government Sponsored work at four (4) locks and dams, one (1) service base and dredging operations support at location as specified in accordance with the contract specifications. Contract Areas and Construction Limits for Floating Plant Operations: The primary contract areas consist of but are not to Mississippi River that include lock(s) and dam facilities, spillways, service base facility, service base shoreline, immediate upstream and downstream river channel of a facility, dredge works, reg works and biological opinion work on the Mississippi River from Mississippi River Mile 0.0 to 300.0 and on or along the Illinois River form Illinois River Mile 0.0 to 80.0 and on or along the Missouri River from Missouri River Mile 0.0 to 66.0. Specific contract areas and construction limits will be specified within each task order. Work Statement Typical work includes, but not to, and repair of tainter, miter and/or lift gates at Locks 24, 25, Melvin Price and 27; sprocket replacement and Lock 24 &25; and repair of USACE Equipment and Fleet at the USACE St. Louis District Service Base; dredge equipment support on the Mississippi and Illinois Rivers; mechanical dredging of river access channels and lock chambers; emergency repairs; supply of barges to support equipment, supplies, materials and all other incidentals for dewatering activities, demolition activities, rehabilitation/restoration activities and installation activities. The contractor shall be for typical operations utilizing an 8 hour work day during daylight hours Monday through Friday. During emergencies the contractor shall be for 24 hour operations Sunday through Saturday. The contract duration shall be 5 Years with individual task/ orders to be issued at the discretion of the contracting officer. The contractor shall have the capabilities of working at multiple locations within the contract limits simultaneously. Required Trades: The contractor shall have the capabilities of supplying trades including, but not to laborers, operators, welders, iron workers, carpenters, cement masons, boat operators, deckhands, and surveyors for of work at multiple contract areas simultaneously. Required Equipment: The contractor shall have the capabilities of supplying multiple pieces of equipment including, but not to, the types of equipment as described below for of work at multiple contract areas simultaneously: Floating Plant w/150TN Crane w/Buckets, Clamshells, and Rigging (Min 100FT Reach) Floating Plant w/200TN Crane w/Buckets, Clamshells, and Rigging (Min 120FT Reach) Floating Plant w/300TN Crane w/Buckets, Clamshells, and Rigging (Min 150FT Reach) Floating Plant w/350TN Crane w/Block and Rigging (Max 190FT Reach) 8.5 Ton Carry Deck Crane Diesel 15 Ton Carry Deck Crane Diesel Deck Barge (Min 120 x 32 x 8) Crane Barge (Min 100 x 45 x 6.5) Material Barge (Min 35' x 200') Tow Boat (Capable of Supporting Marine Equipment Min 1,200hp) Low Ground Pressure Track-Type Bulldozer (Min 180hp) Track Type Loader (Min 160hp) Track Type Hydraulic Backhoe Excavator (Min 242hp) Track Type Hydraulic Backhoe Excavator (Min 60 Ft Reach) Compact Track Loader w/ buckets, broom, concrete breaker and forks Rubber Tire Front End Loader (Min 275hp) Straight Boom Lift (Min 60ft Reach) Straight Boom Lift (Min 110ft Reach) Articulating Boom Lift (Min 86ft Reach) Telehandler Lift (Min 55ft Reach) Forklift (5,000lb capacity) Water and Trash Pump (Min 13,500 GPM) Hydraulic Submersible Dewatering Pump (Min 5,000GPM) Electric Submersible Dewatering Pump (Min 4,000GPM) Compressor Diesel (Min 185 CFM) Air Compressor (Min 600 CFM) Air Compressor (Min 1000 CFM) Generator ( Portable) Generator (Min 250kW) Generator (Min 500kW) 30-40 CY Dumpsters Light Kit (Min of 4 Bulbs @ 1000 Watts each) Jet Pump, 6" Diesel, Peerless with (Min 70' jet pipe) 1. Please provide examples of work and equipment utilized that your company has performed in the areas listed below. No more than (3) three in any area of work performed. Describe past work experience showing all or more than one of the areas listed that performed under one contract. Areas of work involving characteristics that are similar to the types of work described herein: Marine/Towboat experience on westward rivers and inland waters within the past 5 years. and repair of gates and/or other essential mechanical parts and equipment at a Government Facility. Supply of a Floating Plant to perform emergency repairs at a Government Facility within 24-48 hours of being notified. Mechanical dredging of river access channels and lock chambers. of dewatering activities. Demolition, rehabilitation/restoration, and/or installation activities at a Government Facility. of painting of repairs/rehabilitation. of Driving sheetpile, repairs metals (rub plates, bars, corner/end protection) to include fabrication and installation on and off site. 2.
