This solicitation is for the Department of Veterans Affairs, National Cemetery Administration, North Atlantic District. See attached solicitation and supporting documents for details. Work includes construction services to support interior and exterior cemetery improvements and expansions for NCA Maintenance and Repair (M&R), Non-recurring Maintenance (NRM), and Mini-Minor (MM) construction projects within the NAD geographic boundaries. These types of projects are defined as follows: 1.1. Maintenance and Repair - The normal annual maintenance to keep a building or structure operational including the recurring maintenance and repair of roads, drives, parking lots and walks; annual building equipment maintenance, such as HVAC filter replacement, system tune-ups, etc.; painting of buildings, fences and gates; repair of roofs, walls, flagpoles and irrigation; and electrical systems. 1.2. Non-recurring Maintenance Facility Condition Assessment (FCA) - Maintenance that is not routinely accomplished. Non-recurring replacement, repair, alteration, or improvement of physical infrastructure (real property). NRM FCA projects are estimated at or below $400k. NRM FCA may include but are not limited to: o One-for-one replacement of the major components of a building, such as roofing, tuck-pointing, flashings and copings, exterior finish materials (e.g., brick, masonry, stucco, vinyl), waterproofing, or windows and doors; o One-for-one replacement of complete, or segments of, building components such as an entire roof, floor coverings, wall coverings, and ceilings, or heating, ventilating, and air conditioning system or water heater; o Repaving large sections of cemetery roads; o Replacing a flagpole; o Minimal improvements associated with a one-for-one replacement project. 1.3. Non-Recurring Maintenance National Shrine (NS) - Repair and renovation projects needed to improve the overall appearance of national cemeteries to maintain their status as national shrines honoring Veterans with a final resting place that provides an enduring memorial to their service. NRM NS projects may include but are not limited to: o Establishing a healthy stand of turf appropriate for the geographic area; o Renovating gravesites to ensure a level grade (i.e., the
