The City of Chipley, herein referred to as the "City", is seeking statements of qualifications from qualified Engineering Firms. One firm is expected to be selected to enter into a service contract with the City to perform services related to a Division of Historical Resources grant through the State of Florida for inspection and creation of a plan for repairs, restoration, and storm hardening of the existing building and creation of a separate plan for expansion of the Washington County Historical Society Museum, owned by the City. The service contract from this RFQ will have all necessary clauses and language required by the State of Florida, Division of Historical Resources Office. The City requires a business license tax be paid for the privilege of engaging in any business within the city limits. Please contact the City Clerk's Office for requirements and a fee schedule. All questions must be submitted in writing to Mrs. Heather Lopez, Director of the Washington County Tourist Development Council, and may be emailed to director@visitwcfla.com. All Statements of Qualifications will be ranked on an individual and equal basis. Late submittals received after the aforementioned deadline date, either by mail or otherwise, will not be considered and will be returned unopened. The time of receipt will be determined by the time received in the City of Chipley City Hall - City Clerk's Office. It is the sole responsibility of the firm for assuring that the RFP is received in the City Clerk's Office by the designated date and time. No faxed, electronic or oral Statement of Qualifications will be accepted. Award will be made to the best responsive Firm, but the City reserves the right to reject any or all Statements of Qualifications. The City of Chipley reserves the right to reject the Statement of Qualifications of a firm who has previously failed to perform properly or complete on time, contracts of a similar nature, or of a firm who, in the sole opinion and discretion of the City of Chipley is not in a position to perform the contract. The City of Chipley reserves the right to reject the RFQ of a firm who has previously failed to perform properly or complete on time, contracts of a similar nature, or of a firm who, in the sole opinion and discretion of the City of Chipley is not in a position to perform the contract. Interpretations of the RFQ, clarification of qualifications specifications and requirements or changes to the RFQ which have a material effect will be documented and communicated to responsive firms only by written addenda provided by City staff. The successful firm will be required to submit additional forms, including, but not limited to: Non Collusion Affidavit and Conflict of Interest Forms. All qualifications submitted shall be subject to acceptance or rejection and the City of Chipley specifically reserves the right to accept or reject any and all qualifications, to waive any technicalities and formalities in the qualification process and award the RFQ in part or in any manner deemed to be in the best interest of the City. The undersigned understands that any conditions stated above, clarifications made to the above, or information other than that requested should be stated in writing, on a separate sheet. The City is requesting statements of qualifications from qualified professional engineering firms or individuals to complete work for the City of Chipley as part of a Small Matching Grant through the State of Florida, Division of Historical Resources. The content of the proposal of the successful firm will become a basis for contractual negotiations. The engineer shall work closely with City staff in the assessment and development of a plan for repair, restoration, and storm hardening of the existing structure, and for future expansion of the building's display and storage space to be able to offer more interpretation of local history and traveling exhibits of the Washington County Historical Society Museum and shall provide, at a minimum, the following services: 1. Look for unrecognized structural damage such as foundation cracking, leaking within walls, settling, etc. 2. Examine the roofing to determine its condition and ability to withstand future severe storms or hurricanes. 3. Inspect to ensure that all leaks by which water can enter the attic, walls, and foundation are identified. 4. Inspect for mold and other issues related to water damage. 5. Inspect electrical and other wiring throughout the entire structure to ensure that it meets all modern safety and communications standards. 6. Preparation of written recommendations based on inspection. 7. Preparation of written recommendations for museum expansion. 8. Prepare a plan for repair, restoration, storm hardening and expansion construction. 9. Make recommendations for improving accessibility The contract period for the successful firm will be until the completion of the grant scope of work or the grant end date of June 30, 2024, whichever happens first. If a grant extension is filed, contract period adjustments shall be recommended by the City Administrator through the City Council. The Chipley City Council reserves the right to accept or reject any or all statement of qualifications or to waive any informality existing in any statement of qualifications, or to accept the statement of qualifications which best services the interests and intent of this project and is from the most responsible firm. The selected engineer shall be required to assume responsibility for all services offered in this proposal and will be the sole point of contact concerning contractual matters, including payments of any charges resulting from the contract. All Statements of Qualifications will be ranked on an individual and equal basis. The method of Contractor Selection has not been Determined at this time.
