Misc. Small Site and Roadway Projects Indefinite Quantity Contract - FY24. Question Deadline 11/08/2023 at 4:00 PM ET. This project consists of improvements and repairs to the City of Norfolk's public facilities and roadways including miscellaneous concrete items and drainage. Projects may include new construction, rehabilitation of existing structures, or utility cut repairs. Some projects may be federally funded, therefore, full compliance with the Davis-Bacon Act will be required. This is an annual Indefinite Quantity Contract. A Bid Bond, certified check, or cashier's check made payable to the Treasurer, City of Norfolk, for 5% of total bid must accompany each bid. Offerors shall upload a copy of the bid guarantee with the Offeror's acknowledgement to mail the original sealed document to the Owner, within two (2) business days. State Contractor registration class and number is required by electronic bidding via the Vendor Questionnaire. The initial Performance and Payment Bonds shall cover the first aggregate amount of work orders during the first year of the contract up to $2,000,000.00. During each year, the contractor shall be permitted to add a 1% markup (or bond percentage paid) to the cost of all work orders as compensation of the cost of the bond. Liquidated Damages: 0.2%/Day/WO Performance Bond: $2,000,000.00 Payment Bond: $2,000,000.00 Bid Bond: 5% Scope of Work. The scope of work under this contract shall be to obtain the services of a qualified Contractor to complete various small site and roadway projects throughout the City of Norfolk, as determined by the Director of Public Works. Additionally, Contractor will make permanent restoration in the right of way consisting of the removal and installation of concrete structures such as roadway, sidewalk, curb and gutter, driveway aprons, valley gutters, brick pavers, crack sealing, and pavement markings. The Contractor shall furnish all labor, equipment, materials, erosion and sediment control and traffic control to complete in place, all assigned Work Orders under the contract. Liquidated Damages The date of beginning and the time of completion as specified in the contract for the work to be done hereunder are essential conditions of the contract. If Contractor shall neglect, fail, or refuse to complete the work within the time herein specified, or any proper extension thereof granted by the Owner, liquidated damages for such breach of contract shall be assessed the Contractor in the amount established by the City for each work order per calendar day for each day that the Contractor shall be in default after the date stipulated in the Contract for completion. The City reserves the right to cancel the bid opening or to reject any or all bids in whole or part, when it is in the best interest of the City. The right to waive informalities and to determine responsiveness of any bid and responsibility of all bidders is reserved to the City.
