The LOTT Clean Water Alliance (LOTT) is a regional wastewater treatment utility owned jointly by the jurisdictions of Lacey, Olympia, Tumwater, and Thurston County. LOTTs mission is to preserve and protect public health and the environment by cleaning and restoring water resources for the local communities. LOTT is issuing this Request for Proposals (RFP) for construction of the Digester System Improvements Phase 2 (Project) at the Budd Inlet Treatment Plant (BITP). The Digester System Improvements Phase 2 project will upgrade and replace aging digester equipment and make modifications to improve the operability of the system. Key project tasks include replacement of the floating digester covers with fixed covers, replacement of the gas mixing system with linear motion mixers, and replacement of the existing candlestick waste gas burner with an enclosed waste gas burner. Each digester will be outfitted with new equipment including a standpipe, emergency overflow system, gas system piping, and gas safety equipment. The Project will involve multiple, staged, complex process shut-downs and mechanical tie-ins. Tight control of construction activities is required to accommodate active digester system operation during the project and plant staff availability. New digester process components must be thoroughly tested prior to startup. The construction will be partially funded through the Washington State Public Works Board Construction Loan Program. The Respondent must provide the bid guaranty with the Best and Final Offer. The bid guaranty shall be either a bid guaranty bond in the form of Proposal Form 3 (Bid Guaranty Bond) or a certified or cashiers check payable to the order of the LOTT Clean Water Alliance in an amount not less than 5% of the amount of the bid price including tax as a guaranty that the Respondent will execute the Contract if it is approved by the LOTT Board of Directors.
