Site work and paving for a civil project in Pasco, Washington. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

This project consists of constructing drainage swales, regrading the Lampson Hangar site, and resurfacing disturbed areas with gravel surfacing. The description and method of pay items provided in the Proposal are covered in the standard specifications and/or special provisions. All labor, equipment, and materials required for the manufacturing and installation of this project shall be incorporated into the bid items as provided in the bid proposal. Payment for general construction items that are not listed in the bid proposal are indicative of the fact that no such item of work is required for the project, or that the items of work not listed are considered as incidental to the bid items listed in the proposal, even though the Standard Specifications may call for a separate measurement and payment. Please find attached an invitation to bid for the Lampson Hangar Drainage Improvements project. The estimated construction cost of this project is $68,000. The CONTRACTOR shall furnish Performance and Payments Bonds, each in the amount equal to the Contract Price as security for the faithful performance and payment of all the CONTRACTOR'S obligations under the Contract Documents. These Bonds shall remain in effect until one (1) year after the date of Final Acceptance, except as otherwise provided by law All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or security bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance bond or quality assurance submittals within the time stated in the contract documents, the bid proposal deposit shall be forfeited to Port of Pasco. A bid submitted with other than the bid bond provided will be determined to be non-responsive and not considered for award action. Work shall be physically complete prior to December 15, 2023. Terms used in the Information for Bidders that are defined in the General Conditions have the meanings assigned to them in the General Conditions. The term "Successful Bidder" means the lowest, qualified, responsible Bidder to whom the CONTRACTING AGENCY made an award. A business license from the City of Pasco will be required by any CONTRACTOR or SUBCONTRACTOR prior to commencement of construction. The Bidder is required to sign the Non-Collusion Affidavit and the Anti-Discrimination Affidavit included with these Contract Documents. The CONTRACTING AGENCY reserves the right to reject the Bid of any Bidder who does not pass any such evaluation to the CONTRACTING AGENCY'S satisfaction. The requirements of 49 CFR part 26 apply to this contract. It is the policy of the Port of Pasco to practice nondiscrimination based on race, color, sex or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. **Document Notes: Bonds submitted using forms not prescribed by the bidding documents shall be accompanied by a $100 check payable to the Port of Pasco to pay for the review and compliance with the Contract Documents.
