Set out below are conditions and general information regarding this invitation to tender: 1. RM 161 typically hauls between 15,000 and 30,000 cubic yards from 4 stockpiles located outside and inside of the municipality. As well, RM 161 may require "spot graveling" services periodically from smaller stockpiles located at different locations, sometimes within the municipality, sometimes at other locations. The locations are: (a) Section 2-19-24 W2, RM of Dufferin #190 ("Kuntz Stockpile"); (b) SW 31 & NW 30-14-28 W2, RM of Hillsborough #132 ("Thul Stockpile"). (c) SE/NE 33-18-24 W2, RM of Pense #160 ("Wirth Stockpile") (d) NW 12-17-25 W2, RM of Moose Jaw No. 161 ("Durie Stockpile") 2. Bids and information are to be submitted on the form attached. All sections of the form should be filled out, including indicating any contracts or commitments for the year submitted. Tenders must include an equipment list and information as to whether any parts of the service to be provided are intended to be subcontracted by the firm/individual submitting the tender document. Any individual or company may only submit, or be involved with, one tender or bid. 3. RM 161 provides no warranties or guarantees that all interested parties who are residents or landowners in RM 161 are correctly identified or will directly receive a tender notification. 4. Tenders should set out a cost per cubic yard for loading RM 161 gravel from stockpiles into trucks, as well as a cost per cubic yard-mile for hauling and spreading gravel for the year 2024. In addition, if a fuel clause is requested, specifics of such fuel clause should be clearly stated. The successful bidder will be required to submit renewed bids for the services outlined for the years 2025 and 2026 prior to March 31 in each of those two years. Should the council and staff of RM 161 deem that the submitted price for those years is too high in relationship to the bid submitted for the year 2024, then council reserves the right to terminate any contractual obligation with the originally successful bidder within 21 days of March 31 in the years 2025 and 2026, respectively. 5. Council makes no guarantees of minimum quantities to be loaded and hauled in any year. Amounts of gravel to be hauled are at the sole discretion of the council and staff of RM 161 in any year. 6. RM 161 will pay any road maintenance fees, hauling permit costs or other fees owing to any other municipality or the Ministry of Highways as a result of hauling gravel for RM 161 pursuant to the terms of this tender. RM 161 will also work with the successful bidder in order to obtain such agreements or permits, and the successful bidder will supply any necessary information to RM 161 as required in this regard. 7. The lowest or any tender may not necessarily be accepted. Regardless of the amount of the bid submitted, council reserves the right to give preference to bidders who may fall into the following categories, but is not bound to do so: (a) Are "local" in nature or who either reside in RM 161 or who own land in RM 161; (b) Have exhibited service to the municipality in the past that has been satisfactory; (c) Submit favourable equipment lists; (d) Provide information that indicates flexibility in service. 8.
