Prospective proposers must limit their contact regarding this RFP to Mr. McCaffery or such other person otherwise designated by Mr. McCaffery. Responses to questions submitted by the above date or identified at any Information Session to be held regarding this RFP, along with any changes or amendments to this RFP, will be available via the City of Waterbury online by 2:00 PM on November 27, 2023. This request for proposal ("RFP") is pursuant to of the City of Waterbury Connecticut (the "City") Code of Ordinances, under which the Waterbury Development Corporation (the "WDC"), acting on behalf of the City, is seeking proposals from qualified proposers to perform professional environmental services required at property located at Lots 10 and 11 (2121 Thomaston Ave) in Waterbury, CT owned by the City. The selected firm (the "Firm") will protect and represent the interests of WDC and the City. These services are to be performed at the discretion of the City, and as directed by WDC. The successful proposer will be required to provide all environmental consulting and Licensed Environmental Professional ("LEP") services as described in this RFP. The proposer shall provide a proposal consistent with scopes of services contained in this RFP and as described in detail in Section III of this RFP. The project site consists of the northern portion of Lot 10 (total 2.45-acres) and Lot 11 (total 3.23- acres) as part of the larger Waterbury Industrial Commons site. The scope of services includes hazardous building material assessment of the former Jo-Vek Building (13,923 sq. ft.), located on Lot 11. Lot 10 has been enrolled into the State of Connecticut's Voluntary Remediation Program (c. 2015). Both sites are identified as a Significant Environmental Hazard per CT DEEP, with PCBs exceeding RSR criteria. Groundwater monitoring samples on Lot 11 were collected during a 2018 Phase II Environmental Site Assessment, indicating samples exceeding SEH thresholds. An SEH notification for Lot 11 was not required because of Lot 10's enrollment as the main source of contamination. As a result,, further investigation is now necessary to determine existing groundwater contamination on Lot 11.
