All questions submitted and answers provided shall be electronically distributed to bidders/consultants following this solicitation on the City's electronically . The City of Bloomington, incorporated in 1856, is a home rule unit of government under the 1970 Illinois Constitution. The City of Bloomington is located in the heart of Central Illinois, approximately 125 miles southwest of Chicago, 155 miles northeast of St. Louis and 64 miles northeast of Springfield, the State Capital. The City of Bloomington is the County Seat of McLean County, the largest county in Illinois (approximately 762,240 acres). The results of the 2010 Census shows the City now has a population of 76,610 citizens. The economic strength of the City of Bloomington metropolitan area is well diversified with no single dominating industry. Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid. Bid guaranty may be a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be deposited and reimbursement checks and surety bonds will be issued to unsuccessful bidders following the bid award. The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award. The City of Bloomington requires all Bidders/Consultants doing business with the City not to discriminate on the basis of race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical disability unrelated to ability, familial status or sexual orientation. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities and to accept that bid which is to be considered to be in the best interest of the City. Any such decision shall be considered final Anticipated Award Date: November 27, 2023. The City of Bloomington needs to demolish a building at the Highland Golf Course located at 1613 S Main Street, Bloomington, IL, 61701. An asbestos inspection was completed by Ideal Environmental Engineering on 9/7/2023 and asbestos was identified in the building. Please reference the inspection report attached in OpenGov for a more thorough description of the building and results. The invitation to bid will include the removal of all asbestos containing materials included in the inspection report with the exception of the roofing materials. Specifications 1. Contractor is required to be a licensed asbestos contractor and follow all applicable Federal, State and Local regulations including but not all-inclusive National Emission Standards for Hazardous Air Pollutants, OSHA standards, and Illinois Department of Public Health regulations for commercial and public buildings (non-AHERA-non-school projects). A copy of the contractor's license will need to be attached to the bid submission in the Vendor Questionnaire section, question #13 - Other Documentation. 2. Prevailing wages will be paid to all workers for this project. 3. Contractor will need to allow for the 10-working day (14 calendar day) notification that is required for the Illinois Environemental Protection Agency. This needs to be completed before the commencement of the project. 4. Pricing should be inclusive of providing Performance and Payment bonds for the total submitted pricing proposal. 5. Quoted pricing is valid for 60 days post bid opening. 6. Contractors need to provide all necessary equipment such as lifts, etc. 7. Contractor needs to include OSHA personal air monitoring. 8. Submissions should include in their submitted pricing all supplies, materials and permitting costs. 9. All hauling and disposal of materials will be in accordance with current regulations and disposed of in a licensed, EPA approved landfill(s). Burial manifest will need to be submitted to the City for the required retention period. 10. Contractor will supply all necessary respiratory protection and proper attire in the restricted work area. Any other individuals who may need to access the area, must have clearance from both the City and the awarded contractor and will need to supply their own appropriate protective equipment/clothing. 11. All work is to be compelted in a workmanlike manner according to standard practices. 12. Change orders must be submitted to the project manager and no extra work beyond the awarded scope of work should be completed until the contractor receives written approval from the City. 13. Contractor must adhere to the insurance requirements as stated in the bid documents in OpenGov the City's eProcurement software. 14. Building specifics: a. 36 windows - need to board up first floor. b. First Floor: i. Approximately 2000 square feet of drywall walls. ii. Approximately 2000 square feet of drywall ceiling iii. Approximately 900 square fee of carpet squares, floor tile and mastic (solvent removal) iv. Approximately 30 fittings in garage area c. Second Floor i. Approximately 200 square feet of floor tile (mastic to remain) ii. Approximately 225 square feet of sheet vinyl (mastic to remain) iii. Approximately 1250 square feet of vermiculite from attic iv. Approximately 800 square feet and other vermiculite contaminated debris
