This Request for Proposals (RFP) does not commit Northern Wasco County People's Utility District, "the District" to award a contract or pay any costs incurred in the preparation of a proposal responsive to this request. The District reserves the right to accept all or part of any proposal or to cancel in part or in its entirety this Request for Proposals. The District further reserves the right to accept the proposal that it considers to be in the best interest of the District. Northern Wasco County People's Utility District (hereinafter called "District") issues this Request for Proposals soliciting Generator Paint Repair Services located at the McNary Dam. Project Description and Scope of Work The work associated with the Project is located at the McNary Dam fishway near Umatilla, OR. The Scope of Work may include but is not limited to: Disassemble the turbine guide bearing to allow access to the turbine guide bearing pot. Thinner wipe areas to be repaired per SSPC SP-1. Build temporary containment. Sandblast surface to SSP SP-5 white metal. Verify all surface area is free of oil contamination via blacklight or other approved method. Follow all other additional manufacturer's requirements. Provide manufacturer's letter of acceptance of installation for warranty purposes. Deliverables The successful contractor will be expected to: Follow all paint manufacturer's requirements in order to get the maximum manufacturer's warranty on the finished product. Due to the unique location and use of equipment, the contractor is expected to provide a letter to the District from the paint manufacturer of all requirements in order to obtain the manufacturer's warranty. Pictures and site visits required by the paint manufacturer are the responsibility of the contractor. The contractor will be responsible for disassembly and re-assembly of the turbine. There is a tentative planned outage 2/7/2024-2/29/2024 in which it will be ideal to complete this work. The ability to meet this schedule will be weighted as a deciding factor in awarding this contract.
