Should you be the successful bidder, we will need a copy of your current liability insurance certificate listing the appropriate insurance amounts and identifying State College Borough as an additional insured. This certificate will provide the State College Borough with a ten (10) day cancellation notice. This Project is funded with Federal and/or State funds. In accordance with CDBG and HOME rules and regulations, municipalities must uphold the conditions of the Minority/Women's Business Enterprise (MBE/WBE) Action Plan. The objective of the plan is to facilitate the strengthening and expansion of MBE/WBE business concerns. Complete copies are available by contacting State College Borough Planning Department, 243 South Allen Street, State College, PA 16801. The minimum participation level of five percent (5%) for Minority Business Enterprises and three percent (3%) for Women Business Enterprises MBE/WBE has been established. The successful bidder will be required to submit evidence that these goals have been met either through his/her own employment practices or through the use of MBE/WBE subcontractors and vendors. Failure to comply may result in the bidder being determined not responsible. In preparation of your bid, you shall contact MBE/WBE firms listed in these bid documents in order to solicit subcontractor and supplier proposals. You may also contact other MBE/WBE firms of which you are aware. Proposals shall indicate prices per work item in addition to a total. Prices shall be good for seventy-five (75) days from the bid opening. No claims on account of mistakes or omissions in the bids will be considered. Check your line-item totals. The bidder is responsible for assuring that their proposed sub-contractors are familiar with the requirements of the work write-up, as far as applicable to their work. The Homeowner, Rehab Manager and the Program Administrator reserve the right to accept or reject all bids, or to waive any irregularities. Bidders must provide a current Certificate of Liability Insurance prior to contract award as evidence that their liability insurance will be in effect for the duration of the contract. Bidders must provide evidence prior to contract award that they are in compliance with the Worker's Compensation Law of the State of Pennsylvania. At the Rehab Manager's discretion, for poor work performance, a 10 percent (10%) retainage may be held in the form of a reduction of the first payment request. Upon successfully completing all work, all funds will be returned.
