The purpose of this Quote for Small Purchase of Construction request ("Quote for Small Purchase" or "QSP") is to invite qualified Contractors to submit to the Housing Authority of the City of Los Angeles ("HACLA") price quotes for the construction work described in the Scope of Work, which is attached to or a part of the Quote Form attached hereto as Exhibit A. Since the estimated cost of this procurement does not exceed HACLA's small purchase threshold of $250,000, HACLA is procuring these services using the small purchase procedures authorized by HACLA's Procurement Policy. HACLA does not guarantee a minimum value for this Contract. Prospective contractors seeking an explanation or interpretation of the Scope of Work may submit, in writing, written questions to the Point of Contact identified above. Written questions must be received on or before the deadline stated above. HACLA has the sole discretion to determine whether to respond to questions. If HACLA elects to respond to questions, the questions and responses will be posted to RAMP in the form of an addendum. Interested contractors are responsible for monitioring RAMP for posted addenda. Licensing Requirements. Contractor shall possess a current and valid C-39 (Roofing) license. The following applies to the contractor (or subcontractor) performing the abatement work. This project qualifies as a public works project as defined by Labor Code section 1720. If the value of the Contract exceeds $25,000, state law prohibits HACLA from accepting quotes from or contracting with contractors or subcontractors unless they are registered with the Department of Industrial Relations ("DIR") This is a public works project, as defined in Labor Code section 1720, and must be performed in accordance with the requirements of Labor Code sections 1720 to 1815, inclusive, and sections 16000 to 17270 of Title 8 of the California Code of Regulations, which govern the payment of prevailing wage rates on public works projects. The applicable prevailing wage determination is LOS-2023-2, General Prevailing Wage Determination and Apprentice Wages (including predetermined wage increases), which is viewable at online The effective wage date is the solicitation date. The requirement to hire an apprentice is triggered where the total project exceeds $30,000 and the craft or trade requires the use of an apprentice. For additional apprentice information, refer to Labor Code section 1777.5. If the value of the Contract as awarded exceeds $25,000, the awarded Contractor will be required to post a payment bond to secure payment of all claims, demands, stop notices, mechanics liens, or charges of Material Suppliers, mechanics, or laborers employed by Contractor or by any subcontractor or any person, firm, or entity eligible to file a stop notice with respect to the Work. If the Contractor will perform Work on an as-needed, ongoing basis, the amount of the payment bond required to be posted is 100% of the value of the first year of the Contract, as determined by HACLA. If this is a design-build project, the amount of the payment bond required to be posted is 100% of the value of the Construction Work. Otherwise, the payment bond amount will be 100% of the Contract award. The Contractor awarded the Work will be required to provide the Payment Bond prior to issuance of the purchase order, or within 5 days of HACLA's request, whichever is sooner. The projected start date is within five (5) days of successful bidder's contract execution and issuance of the related purchase order. The projected time for completion is thirty (30) days. HACLA reserves the right not to award a Contract. If HACLA determines to award a Contract, award will go to the responsible Contractor with the lowest acceptable offer. The Contractor shall supply all labor, transportation, materials, apparatus, and tools necessary for the entire proper completion of this Work; and shall install, maintain and remove all equipment for proper execution of his Contract, and shall be responsible for safe, proper and lawful performance of his equipment, maintenance and use of the same, and shall perform in the best workmanlike manner, and everything properly incidental thereto, as stated in the Contract documents, or reasonably implied therein, for the roof repair and replacement at the Imperial Court Community Center, 2250 E 114th St, Los Angeles, CA 90059.
