Progressive Design Build Services for the Paradise Sewer Project. Question Deadline 11/27/2023 at 12:00 PM PT All inquiries regarding this RFQ must be submitted through Public Purchase The Town of Paradise seeks qualifications from experienced Design-Builders to provide Progressive Design Build Services to design, construct, test, start-up and commission a Core Collection System, Export Pipeline and connection to the City of Chico's Water Pollution Control Plant (WPCP). The Core Collection Systemcontains approximately 157,000 feet of 6- to 8-inch-diameter gravity sewers, approximately 29,000 feet of 2- to 4-inch-diameter force mains, and up to 28 pump stations.The Export Pipeline comprises approximately 18-miles of 8- to 12-inch sewer pipeline dropping approximately 1,300 feet in elevation from the Town to the Chico WPCP. The WPCP Connection comprises a flow control and metering structure and necessary modifications to the City of Chico's WPCP to allow wastewater flow into the WPCP.The total Project cost is estimated at $233 million including costs borne by the Town as well as the design and construction costs expended by the Design-Builder.It is anticipated that the Design-Builder's Notice to Proceed will be provided not later than March 2024 with design, procurement, construction, and start-up activities taking place through 2027. The selected Respondent will be required by the Town to provide 100% payment and performance bonds equal to the total value of construction work during execution of the PDB Contract. In Appendix D (Supporting Financial and Company Documentation), Respondent shall provide a notarized letter(s) from its surety (or sureties) verifying the Respondent has a minimum bonding capacity of $300 million available for this Project for performance and payment bonds. PROJECT SCOPE The following key components are associated with the Core Collection System, Export Pipeline and WPCP Connection. Additional preliminary engineering detail on all Project components can be found. The Town reserves the right to reject any or all SOQs, or to waive minor irregularities in said SOQs, or to negotiate minor deviations with the successful Respondent. In the case of differences between written words and figures in a SOQ, the amount stated in written words shall govern.
