The borough of stanhope (borough) in the borough of stanhope, sussex county, new jersey. The work for the sunset avenue, ridge road, overhill road, west drive & mountain view road water system improvements generally consists of the following: o mobilization/clearing site (lump sum) o soil erosion & sediment control (lump sum) o 45 cy -excavation, test pits o 2,770 l.F. - 8" cement lined dip, class 52 o 14 units - 8" gate valve o 29 units - 3/4 " water service pipe, type 'k' copper, from main to row o 1,007 l.F. - 3/4 " water service pipe, type 'k' copper, from row to meter o 2 units - connect existing house service to new main o 6 units - fire hydrant assembly o 2 units - 8" wet tap (including tapping valve) o 1 unit - cut and cap existing main o temporary water system (lump sum) o traffic control (lump sum) o 40 cy - rock excavation (if & where directed) o 150 sy - pavement restoration (if & where directed) there are also alternate bid items for the use of c900 pvc water main as an alternate to the ductile iron pipe; and pex water services in place of the type 'k' copper services. The decision to substitute these alternate materials will be at the discretion of the borough and will be a function of price and availability of materials. This work is all in accordance with the form of proposal, contract and specifications prepared by bowman consulting group, ltd., 6 campus drive, suite 302, parsippany, new jersey 07054. Contract documents, Plans and Specifications are on file at the office of the BOROUGH CLERK of the BOROUGH OF STANHOPE and may be inspected by prospective bidders at that office during business hours. idders are notified that they must comply with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify. All bidders please be advised that this project may be funded entirely or at least in part from a Federal assistance agreement between EPA and the Borough of Stanhope. In accordance with State, local or tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) - 2 CFR Part 200 (i.e. procurement standards), 40 CFR Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for construction contracts including, but not limited to: the Davis-Bacon Act; EPA's Disadvantaged Business Enterprise (DBE) program; Build America, Buy America (BABA) Act; and American Iron and Steel (AIS) Act. Bids shall be submitted on the forms provided, in the manner designated therein and required by the Specifications. Bids must be submitted at the time and place above specified and will be opened and read immediately thereafter. Bids will be accepted by mail or in person at the time specified. No Proposal, either by mail or in person, will be accepted after the date and hour specified. In the case of mailed Proposals, the Borough assumes no responsibility for bid proposals received after the date and time specified. Bids must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the BOROUGH OF STANHOPE and must be accompanied. Said check or bid bond may not be less than $500 nor shall it be more than $20,000 and must be accompanied by a Consent of Surety statement in the form provided from a Surety Company stating that the Surety Company the Contract amount in the event that the Contract is awarded to the bidder. A Non Collusion Affidavit and a Record of Recent Contract Awards must also accompany the proposal on the forms provided. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Proposal forms shall not be removed from the form of proposal. Proposals must be made upon the blank forms provided and submitted in the bound book, which shall be left whole and intact in every respect. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, the law against discrimination (Affirmative Action). Bidders must also comply with the requirements of P.L. 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock, or have a ten percent (10%) or greater interest in the case of partnership. No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder or all proposals will be rejected within sixty (60) days after the opening of bids. The borough of stanhope reserves the right to reject all bids, to reject unbalanced bids, and to waive any informality in any bid.
