The Owner reserves the right to accept or reject any or all Bids (in whole or in part) with or without cause, to waive technicalities, irregularities or informalities, or to accept bids which in its judgment best serve the Owner. Bids must be accompanied by a Bid /Security in the amount of ten percent (10%) of the Bid and must accompany each Bid in accord with the Instructions to Bidders. No bid may be withdrawn for a period of 120 days after the posting of the award or as otherwise provided in Instructions to Bidders. The successful Bidder, who is awarded the contract, may be required to furnish a 100% Construction and a 100% Construction the requirements of Section 255.05 Florida Statutes. The intent of this bid is to enter into a construction contract for the C-9 Canal and retention Expansion Project. The main focus of this project is to utilize the areas underneath the existing FPL transmission lines through a consent agreement between FPL and the Village of Wellington. A total of 23 dry detention areas are proposed for the project, each of which outfalls to the C9 basin through an 18" N12 HDPE pipe. All outfalls will comply with Village and SFWMD design criteria. The total detention area for the 23 proposed basins is 20.19 Acres. The proposed changes for the project result in a compensation storage volume of approximately 63 Ac-ft The Contractor will provide all materials, supervision, light, power, transportation, labor, tools and equipment necessary to complete the work in strict accordance with the Contract Documents, and perform all work that is reasonably inferable therefrom as being necessary to accomplish the intent of the Contract Documents, and as required by the Manufacturer's specifications and all applicable laws, ordinances and rules and regulations of any governing authority including but not limited to the requirements of the Florida Building Code and any amendments thereto. The work to be performed shall hereinafter be referred to as the "Work".
