Each proposal must be accompanied by a bid bond, a certified check, or cashier's check in an amount equal to at least five percent (5%) of the amount bid, made payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly execute the contract documents. The bid security of all bidders, except the three lowest, will be returned promptly after the canvas of bids. All contractors and/or subcontractors whose bid exceeds Fifty Thousand Dollars ($50,000.00) shall be licensed under R.S. 37:2151-2163 of Louisiana Law.
