Site work for a civil project in Tucumcari, New Mexico. Working plans call for site work for a water / sewer project.

As of January 18, 2024, bids received were rejected as they were over the budget. Project will rebid but no definite date yet. The project consists of improvements to the effluent storage and disposal facilities at the Tucumcari Wastewater Treatment Facility. Project components include new effluent lift pumps, new effluent storage pond, effluent pump station, modifications to site piping and electrical system improvements. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis. Bidders are advised that the costs of the electronic files and any costs to reproduce hard copies of the Project Documents are nonrefundable. Prospective Bidders are urged to purchase documents through the designated website to be registered as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Wages for this Project are subject to the minimum wage rates as per the Federal Davis Bacon and/or the State of New Mexico. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed, or national origin. Bidders shall comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standards Act. New Mexico Extended Payment Provision: This contract allows for Owner to make payment within 45 days. Payment by the Owner to the Contractor shall be made within these 45 days after submission of an undisputed monthly request for payment. This project is funded in whole or part with federal funds, and therefore must comply with all federal cross cutter requirements. Neither the United States nor its department's agencies or employees is or will be party to this invitation for bids or any resulting contract. This procurement will be subject to all applicable federal regulations including the Davis Bacon Act requirements All qualified applicants will receive consideration for employment without regard to race, color, religion, sex or national origin. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices to be provided by the contracting officer setting forth the provisions of this nondiscrimination clause. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. To ensure that Disadvantaged Business Enterprises (DBEs) have the opportunity to compete for procurements funded by EPA financial assistance, all Bidders shall make the six good faith efforts as outlined by EPA at website. The bidder must make a good faith effort to solicit and hire Disadvantaged Business subcontractors and suppliers to meet the goals outlined in EPA XP-215. A good faith effort requires that the Contractor: 1) Complete the affirmative steps outlined in XP-215, 2) Submit XP-215 with the bid proposal, 3) Submit with the bid proposal proof that affirmative steps have been taken and this should include copies. A Bid Proposal that omits XP-215 or does not support that a good faith effort was made will be considered non-responsive and the Bid Proposal rejected. All questions about the meaning and intent of these documents shall be submitted only to the Engineer of Record, stated above, in writing. All questions about the meaning or intent of the Contract Documents shall be received in writing by email at richardsone@cdmsmith.com at least 7 days prior to the date for opening of Bids. It is the responsibility of the Bidder to make sure the question has been answered.
