Site work for a road / highway in Atwater, California. Completed plans call for site work for a road / highway.

As of January 24, 2024, this project has selected Minagar & Associates Inc as awarded with amount of $230,469.22. The City of Atwater has 23 signalized intersections that are completely within its jurisdiction for maintenance and signal timing. Of these 23 traffic signals, six (6) have recently been interconnected via the use of wireless antennas. The City's goal for this Project is to further reduce air emissions (ROG, NOx, PM2.5 and PM10) by interconnecting (via the use of wireless systems) and synchronizing the signal timing of the remaining seventeen (17) signalized intersections. Refer to Exhibit A included in RFP Attachment A for the locations of these intersections. The intersections to be interconnected and synchronized are: 1. Fruitland Avenue at Winton Way 2. Bellevue Road at Winton Way 3. Bellevue Road at Seventh Street 4. Bellevue Road at Linden Street 5. Bellevue Road at Redwood Avenue 6. Bellevue Road at Shaffer Road/First Street 7. Bellevue Road at Granite Drive/Crest Road 8. Bellevue Road at Buhach Road 9. Juniper Avenue at Winton Way 10. Juniper Avenue at Shaffer Road 11. Juniper Avenue at Buhach Road-Avenue 2 12. Lake Ridge Street-Avenue One at Buhach Road 13. Green Sands Avenue at Buhach Road 14. Green Sands Avenue at Atwater-Merced Expressway 15. Green Sands Avenue at Gurr Road 16. Broadway Avenue-Clover Avenue at Buhach Road 17. Ashby Road at Buhach Road The cost for professional services for the design phase of Project is currently budgeted at $236,981. Such budget does not include furnishing Advanced Transportation Management System ("ATMS") Software or Construction Engineering services. This is a Federal-aid Project, with a significant portion ($209,799 or 88.53%) of the project budget provided by a grant from the USDOT FHWA Congestion Mitigation and Air Quality ("CMAQ") Improvement Program being continued through the Bipartisan Infrastructure Law ("BIL"), enacted as the Infrastructure Investment and Jobs Act. Owner's matching funds ($27,182 or 11.47%) are provided from the City of Atwater's allocation of Local Projects Funds from Measure V, Merced County's 30-year, half-cent ($0.005) transportation sales tax that was passed by voters in November 2016. The design of the project and NEPA clearance (anticipated to be by Categorical Exemption with Caltrans as Lead Agency) are expected to be completed no later than April 26, 2024. As a subrecipient of USDOT funding, the City of Atwater is required to comply with and enforce certain nondiscrimination requirements in the award and administration of USDOT assisted contracts and procurements, including all the elements of 49 CFR 26 entitled Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs, which apply to all federal-aid transportation projects. Participation by DBEs is possible during the Preliminary Engineering, Environmental, Final Design, Right of Way, and Construction phases of the project, and includes work as lead consultants, prime contractors, sub-consultants, subcontractors, suppliers, vendors, and truckers. All federal-aid contracts that have subcontracting opportunities must have a DBE goal set. This includes, but is not limited to consultant services such as project-specific Architectural & Engineering (A&E) contracts. A DBE contract goal is a percentage of the total contract amount that is expected to be performed by certified DBE firms. The DBE contract goal varies depending on the type of work involved, the location of the work, and the availability of DBEs for the work of the particular contract. The City has identified potential DBE subcontracting opportunities for topographic survey, environmental analysis and report, and geotechnical design report for this phase of the project. This phase of the project has a DBE Participation Goal of 18%.
