The BAWA East Plant is a 6 MGD plant that is to be expanded to 12 MGD in this project. The plant was designed to be expanded to 24 MGD in the future. While the plant has only been in service for a few years, BAWA has experienced operations and maintenance challenges that will be analyzed as part of this project. BAWA will expand the plant using a progressive design-build alternative delivery to aid in both cost and schedule certainties. Additional information specific to the Project scope, design standards, and technical information is provided in more detail in Attachment B and D (Index of Project Background Documents and Scope of PDB Services). Project background documents are being made available to Respondents via an electronic reference library [see Attachment B (Index of Project Background Documents)] for the purpose of illustrating the scope and scale of the Project based on its current definition. Owner is providing these documents only for the purpose of informing SOQ development and does not confer a license or grant for any other use. Baytown Area Water Authority East Surface Water Treatment Plant Phase II Expansion Progressive Design Build Project. Owner also expects the Design-Builder to construct the Project, as designed, within the agreed-upon price and schedule, through commissioning and startup. The following Project-specific objectives are provided to give Respondents a better understanding of the Project and the work to be performed. o Expand the existing 6 Million Gallon per Day (MGD) Capacity East Surface Water Treatment Plant to 12 MGD Capacity. This may include additional operator requested items to optimize the existing plant's facilities. o The plant is to be constructed and operational by 2028 such that BAWA could provide demand to new customers and account for existing customer's increasing demand. o Use the existing plant's design to expand to 12 MGD but correct previous design deficiencies.
