Site work and new construction of a municipal facility in Wahiawa, Hawaii. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

Design and construct the Wahiawa Center for Workforce Excellence (WCWE) facility, including all associated on-site improvements and connection to utilities and storm drainage, required for the project. This project is to be a turn-key project to the Department of Education (DOE), that is a complete, usable, and fully operational facility. The WCWE project will consist of a three-story building with parking structure and include a) UHCC classrooms and administrative spaces, b) DOE LMW offices, c) Wahiawa State Public Library functions, d) Restroom and Infrastructure (MEP) spaces as well as vertical accessibility and transportation, and e) Compliance to current Building and Zoning codes and the Americans with Disability Act. The project site is located in Wahiawa, Oahu, Hawaii, on the parcel currently occupied by the existing Wahiawa State Public Library and the DOE Learning Opportunity Academy High Core portables. The parcel sits between California Avenue, Center Street, and Lehua Street, as indicated on the drawings (see Attachment 2) provided with this RFQ. The estimated Contract Time allocated by the DOE for design and construction phases of the Project from award of the Design-Build contract to the point of Final Completion is currently established at approximately thirty (30) months duration and must be completed and ready for occupancy no later than March 12, 2027. The final Contract Time, which may be more or less than, or equal to, the period of time just stated, will be set forth in the subsequent Phase II RFP Documents. Proposals will be required to include a proposed period of time for design and construction that is less than or equal to the Contract Time. The Design-Build Contract includes provisions for payment of liquidated damages to the DOE of $2,000.00 per Calendar Day if the DBE fails to Substantially Complete the Work within the Contract Time, as adjusted for extensions of time permitted under the terms of the General Conditions of the Design-Build Contract. The DBE shall observe and comply with all provisions of Chapter 104, HRS, the significant requirements of which are emphasized in the Department of Labor and Industrial Relations Publication entitled Requirements of Chapter 104 HRS Wages and Hours of Employees on Public Works Law. The DOE reserves the right to consider as acceptable only those Proposals submitted in compliance with all the requirements set forth in this RFP and which demonstrate an understanding of Design Build and the requirements presented. An Offeror shall be disqualified, and the Offeror's Proposal shall be rejected for any one or more of the following non-exclusive reasons as solely determined by the DOE.
