THIS PRESOLICITATION NOTICE IS ISSUED FOR INFORMATIONAL PURPOSES ONLY TO PROVIDE AN OPPORTUNITY FOR FALL VIEWING, OF THE PROJECT SITE, PRIOR TO ISSUANCE OF THE SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE OR BID. The Forest Service anticipates issuing a full solicitation at a time when the project site will likely be covered in snow or access is unavailable due to winter closures. Interested vendors are encouraged to visit the site prior to closure for a full understanding and, if desired, take photos or videos." 1. Project Summary: The project will involve road construction and reconstruction to facilitate future vegetation and prescribed fire activities. The new road (435A8) is approximately 2.2 miles long, Operational Maintenance Level (ML) 2, closed to public for motorized use and open for administrative use only. Additionally, road reconstruction will occur on approximately 12 miles of system roads (Roads 435, 435A, 435G, 438, 438B, 438C, and 438D). A more detail summary of the work is found in the attached Scope of Work. This is not a solicitation and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on this site visit nor does it intend to pay for any costs incurred in response to this announcement. The intent of this notice is to ensure that prospective bidders may see the areas prior to snowfall obscuring the ground or preventing access prior to issuing the solicitation. The solicitation is projected to be issued early 2024. The work anticipated under any contract resulting from the solicitation will start approximately May 15, 2024 through November 1, 2024. See the attached draft statement of work and maps for preliminary information. The approximate value of this work is estimated between $500,000 and $1,000,000. Ranger District Office. Interested vendors will meet at the Cascade Ranger District Office. The Forest Service will lead a convey to the project area, which is about 7 miles away from the District Office. Those participating in the site visit must furnish their own transportation. Interested vendors can get further directions by contacting Rick Stone, Project Engineer at rick.a.stone@usda.gov. This will be the only organized site visit for this project. The area is assessable if you are unable to attend on the day noted above however Forest Service personnel will not be available for escort. Any responses to on site questions are not considered official responses. A question period will be open once and if the solicitation is issued. The FS does not guarantee that a solicitation will be issued but it is highly likely. The function of the Forest Service site visit is to show the on-the-ground condition and location of the work areas, boundaries and other in-place markers, and the routes of travel that may be utilized in going to and from the work areas. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
