Site work for a transportation facility in San Jose, California. Working plans call for site work for a transportation facility.

The City of San Jose ("City" and "Owner") hereby gives notice that, as the first step in the two-step procurement process, the City is soliciting Statements of Qualifications ("SOQs") from design-build ("DB") entities ("DB Entities") (together with team members specified herein) to develop, program, design, construct, and commission the 10334- SJC New Belly Freight Facility and Receiving Center ("Project") at the San Jose Mineta International Airport ("Airport"). The DB Entity will be required to complete the following demolition and necessary site remediation works prior to constructing the New Belly Freight Facility and Receiving Center Development: environmental remediation and demolish the former San Jose Police Department - Airport Division Administration Building, located at 1387 Airport Blvd; environmental remediation and demolish the existing Waste Disposal Facility, located at 1431 Airport Blvd; environmental remediation and demolish the former Airport Rescue and Fire Fighting Facility and adjacent carport, located at 1433 Airport Blvd; environmental remediation and demolish Hangar 1455B, located at 1445B Airport Blvd; environmental remediation and demolish Hangar 1455A, located at 1445A Airport Blvd; and environmental remediation and demolish the former Airport Facilities and Maintenance campus including the former fueling station that entails the DB Entity to closeout (2) Underground Storage Tanks with the County of Santa Clara Department of Environmental Health (SCC DEH), located in the vicinity of 1401 Airport Blvd. The campus includes the following buildings: 1401 Airport Blvd 1401A Airport Blvd 1395B Airport Blvd 1995A Airport Blvd Following completion of the Project, the former SJC belly freight building, located at 1521 Airport Boulevard will be demolished and the site will be environmentally remediated. The City intends to use the DB method to deliver this Project, meaning that the City will select the DB Entity prior to any substantial design of the Project having been completed. The DB Entity will be selected through a two-step process as described in this Request for Qualifications ("RFQ") under Section C (Two-Step Design-Build Selection) of the Introduction to the RFQ. The City's intent is to award a single contract ("Contract") to a selected DB Entity to deliver the Project. All DB Entities that intend to submit a "Proposal" for the Project during the second step of the selection process must submit a responsive SOQ package during this first step and provide to the City all materials requested as part of this RFQ process. Following receipt and evaluation of the SOQs, the City anticipates shortlisting three (3) DB Entities and will issue the Request for Proposals ("RFP") for the Project to those shortlisted DB Entities that the City determines best meet the qualification requirements set forth herein. Following evaluation of the Proposals received in response to the RFP, the City will select the Proposal that it determines provides the best value, based on cost, schedule, and other factors that will be set forth in the RFP. During the negotiation phase, based on the successful Proposer's Rough Order of Magnitude (ROM), the Proposer and the City will negotiate a Not To Exceed (NTE) Contract Price for the various scope elements. The negotiated NTE Contract Price will be all inclusive of the Design and Construction costs and will become part of the Design-Build Contract terms. It is anticipated that the Design costs may be categorized into the following: 30%, 60%, 90% and final design. The City, at its discretion, may adjust the categories to allow for an expeditious delivery of the project. At the appropriate point in the Design-Build Contract duration as determined by the City and the successful Proposer, a Guaranteed Maximum Price ("GMP") for the total Project shall be negotiated. The City also reserves the right to negotiate either a lump-sum pricing or GMP pricing for each project element. Additionally, the City and successful Proposer shall negotiate the formula(s) for sharing any savings resulting from the actual cost less than established lump sum pricing or GMP. Following evaluation of the Proposals received in response to the RFP, the City will select the Proposal that it determines provides the best value, based on cost, schedule, and other factors that will be set forth in the RFP.
