Sealed bids for the provision of solid waste collection, disposal and recycling services (Services) for all Municipal Waste (excluding recyclable material) generated within the Borough. The contract for Collection and Disposal Services shall be for a term, commencing on or about February 1, 2024, for four (4) years, through and including, January 31, 2028. In the interest of sound solid waste collection, disposal and recycling planning, the Borough desires to procure environmentally-sound, cost efficient Services to ensure its ability to provide such services to the citizens of the Borough. Bids must be submitted in writing on the forms furnished by the Borough in the Bid Specifications. Bids must be accompanied by a bid security in the amount of 10% of the Bid amount, not to exceed twenty thousand dollars ($20,000). The Bid Security shall be in the form of a certified check, cashiers check or bid bond payable to the Borough. Within ten (10) days of the issuance of a Notice to Proceed by the Borough, the Successful Bidder(s) will also be required to submit performance security, in either the form of a performance bond in a sum determined in accordance with the Bid Specifications. At the time of Bid submission, Bidder(s) will be required to submit a consent of surety indicating that such surety will provide the performance bond if the Bidder is awarded a contract for Collection Services and is issued a Notice to Proceed by the Borough. The Successful Bidder(s) must also furnish the Certificate(s) of Insurance required by these Bid Specifications and Contract Documents. In order to be deemed responsive, all Bids shall be submitted in accordance with, and accompanied by, any other information and documents specified in or required by the Bid Specifications. Bidders are required to comply with the affirmative action and non-discrimination provisions of N.J.S.A. 10:5-31 et and N.J.A.C. 17:27-1 et ' and, where applicable, the requirements of N.J.S.A. 34:11-56a1 et with respect to the payment of prevailing wages. The Borough reserves the right to reject any or all bids, waive any informality in the bids, and accept the bid(s) that, in its judgment, best serves the interest of the Borough, all in accordance with the New Jersey Local Public Contracts Law.
