Site work and new construction of a fire / police facility in Irving, Texas. Completed plans call for the construction of a fire / police facility; and for site work for a fire / police facility.

Pursuant to the provisions of the Texas Government Code Section 2269, it is the intention of the City of Irving, Texas to select a Construction Manager at Risk (CMAR) for preconstruction and construction services for the construction of Fire Station 8 located at 5601 Riverside Drive with a new state of the art facility. The new station will include four (4) double apparatus bays and living spaces to support approximately fourteen (14) personnel, hazmat storage, and a training classroom. There will also be a stand-alone boathouse and dock on Lake Carolyn to accommodate an approximately 35-foot boat. The method to be used to select the CMAR is the one-step process as detailed in Chapter 2269 of the Government Code. The contract will be awarded on the basis of the Cost of the Work plus a Fee with a Guaranteed Maximum Price (GMP). The site is located at 5601 Riverside Drive. This property was recently acquired from DART. The site will be constructed within the Northeast corner of the exiting DART station parking lot (see concept drawing provided as Exhibit A). The property is adjacent to Lake Carolyn to the West and such will serve as access to a new boathouse and dock for the fire boat apparatus. Timely completion of the work within budget is of primary importance to the City. The City anticipates the Council to award a Contract to the selected CMAR by January of 2024. The required project completion will be no later than November 31, 2025. The preliminary budget set for this project by the City is $9.5 million and includes the Cost of the Work Plus the Fee with a Guaranteed Maximum Price. This amount shall not be exceeded without prior written consent of the City. Any cost savings realized below the amount identified as the Guaranteed Maximum Price at the completion of the Work shall be returned to the City. The CMAR shall be required to coordinate with any other contracts the City may issue directly such as communication/security cabling, asbestos abatement, etc. Proof of Insurance, and provision of Payment and Performance Bonds shall be required as described in detail in other sections of this Request for Proposals.
