The City reserves the right to revise the above schedule. The City also reserves the right, at its sole discretion, to waive minor irregularities, reject any and all Proposals received without penalty and to not issue a contract from this RFP. More than one contract may be awarded. Contract negotiations may incorporate some or all of the Proposal. Question Deadline 12/12/2023 at 1:00 PM PT Begin Contract Work January/February 2024 The selected Firm will provide management services for the City's Water and Sewer Rehabilitation program. The selected Firm will deliver the program services in a manner satisfactory to the City and consistent with City program guidelines, as modified from time to time. The City encourages participation by minority- or women-owned businesses and/or Section 3 Business Concerns. The Firm shall have or establish a physical presence within the City of Spokane limits from which it will provide services readily accessible to the public. Readily accessible generally means on or near public transit, available for in-person customer visits, accessible to the mobility impaired, and available for short-notice onsite project monitoring. The services to be provided by the Firm under contract generally include, but are not limited to: Day to day management of the Program. Program marketing and outreach. Loan origination including property and borrower eligibility evaluation and verification. Scoping, cost estimating (If it is determined that any scoping or cost estimating will require professional licensed architectural or engineering type work, the Firm will contact the City to provide as a separate process). Bidding services (All City public works requirements and procedures must be followed). Loan closing. Construction administration and project closeout. Create and provide reports as requested. Complete project file and provide to the City. The City will service the loan.
