The City of Los Altos is requesting proposals from qualified professionals to prepare a Safety Element that will repeal and replace the existing General Plan Natural and Hazards Element. The Safety Element shall fulfill all mandated state of California General Plan Safety Element requirements that are applicable to the City of Los Altos and shall be consistent with Government Code Section 65302(g) providing protection of the community from any unreasonable risks associated with the effects of seismically induced surface rupture, ground shaking, ground failure, tsunami seiche, and dam failure; slope instability leading to mudslides and landslides; subsidence; liquefaction; and other seismic and geologic hazards per state law; flooding; wildland and urban fires; and climate change adaptation and resiliency. The Safety Element shall also address evacuation routes as necessary per SB 99, AB 747, and AB 1409. The Safety Element shall also be in conformance with the most recently adopted State General Plan Guidelines (GPG) and any other technical guidance document published by the Governor's Office of Planning and Research. The consultant may propose the inclusion of other items into the Safety Element based on any unique characteristic of Los Altos and their professional udgement, however, the City of Los Altos will make the final determination of the topics addressed in the document. The Safety Element should address a time horizon for at least the next 20 years. The consultant proposal shall consist of the following tasks and any other tasks the consultant finds necessary to achieve the above stated objectives: 1. Kick off meeting and site visit with City staff to review a detailed scope of work and timeline furnished by the consultant to complete the objectives. 2. The consultant shall request and review any pertinent studies or documentation of other ongoing or recent efforts related to the Safety Element. 3. The consultant shall coordinate with the city's project manager to identify key staff members, outside entities (e.g., Fire Department personnel), and community groups to meet with. 4. The consultant shall collect and analyze all information required in the Safety Element and shall summarize the information into maps, tables, diagrams, and/or narratives in the Safety Element document. 5. The consultant shall review the existing General Plan goals, policies, and implementation programs as it relates to the Safety Element and shall evaluate maintaining, removing, or proposing new goals, policies, and implementation programs/actions. 6. The consultant shall complete all required consultation processes (e.g., State and/or regional government entities) as required by state law or recommended by GPGs. 7. The consultant shall complete a draft Safety Element document for internal city staff review. The consultant shall be responsible for maintaining and revising the document based on staff feedback and as needed as it proceeds through the adoption process. 8. The consultant shall assist in the preparation of reports and presentation materials for a minimum of three public meetings (it will likely be a combination of Planning Commission and City Council meetings) and one community meeting. The consultant shall attend all meetings and assist with presentations. 9. The City has not predetermined the outcome of the environmental analysis and will exercise its independent judgment when making any final determination as to the appropriate level of environmental review in compliance with CEQA. The City will select an independent consultant to complete the environmental review under a separate contract. As part of this task, the selected consultant will coordinate with and provide any required information to the CEQA consultant for the completion of the environmental review. The method of Contractor Selection has not been Determined at this time.
